INTRODUCTION <br /> Haley & Aldrich, Inc (Haley & Aldrich) has prepared this site investigation report for the <br /> • <br /> Penny Newman Gram Elevator, Former ContiGroup Gram Elevator, on behalf of Huff& <br /> 1 Huff, Inc and its client, ContiGroup Companies, Inc (CGCI) A site location map is <br /> presented in Figure 1 The Penny Newman Grain Elevator is located at 1805 Harbor Street in <br /> Stockton, California This site investigation was conducted in accordance with the "Site <br /> Investigation Work Plan" dated 9 December 2002, the "Work Plan Addendum" dated 17 <br /> April 2003, and the "Memorandum" dated 17 March 2004, which were prepared by Haley & <br /> Aldrich and approved by the San Joaquin County Environmental Health Department <br /> (SJCEHD) The SJCEHD provided additional guidance in a directive letter distributed by <br /> email on April 1, 2004 Finally, the SJCEHD was on site during the field work to direct the <br /> placement of boring locations, as well as the selection of sample depths Based on SJCEHD <br /> ' requests, significant in-field changes were made to the boring locations and the sample <br /> collection The completed site investigation consisted of advancing ten soil borings, installing <br /> a single groundwater monitoring well, and sampling and analyzing soil and groundwater <br /> 1.1 Objectives <br /> The purpose of this investigation was to delineate the vertical and horizontal extent of <br /> petroleum hydrocarbon impact to soil and groundwater in the vicinity of the former tank <br /> excavation area In addition, the condition of the backfill material used to fill the former tank <br /> excavation area was evaluated This report summarizes the work conducted <br /> i <br /> 1.2 Background <br /> 1.2.1 Site Description <br /> i <br /> The site is located at 1805 Harbor Street in Stockton, California The site is bounded <br /> to the north by the Deep Water Channel of the Port of Stockton and bounded to the <br /> south by railroad tracks Railroad tracks also run through the center of the facility <br /> The site is located in an industrial and residential area and is currently occupied by <br /> Penny Newman Grain Company, a division of Burlington Northern Santa Fe <br /> 1.2.2 History <br /> In January 1988, a 12,000-gallon diesel underground storage tank (UST), which <br /> reportedly contained gasoline, was removed from an area in the southern portion of <br /> the site Results of the analytical testing indicated the samples collected beneath the <br /> former 10,000-gallon UST contained detectable concentrations of petroleum <br /> hydrocarbon constituents The excavation was subsequently backfilled <br /> ' In October 1997, ATC Associates Inc (ATC) advanced soil borings SB-I through <br /> SB-6 in the vicinity of the former UST to a depth of approximately 26 feet (ft) below <br /> ground surface (bgs) (Figure 2) Soil samples were collected from borings SBA and <br /> SB-2 and groundwater grab samples were collected from all the borings The soil <br /> samples from SBA and SB-2 contained detectable concentrations of total petroleum <br /> ' hydrocarbons (TPH) as diesel (TPHd) and lower levels of TPH as gasoline (TPHg) <br /> Soil and groundwater analytical results from previous investigations and from the <br /> 2002 second quarterly groundwater monitoring report are presented in Tables 1 and 2, <br /> 1 <br />
