The letters were submitted by Conestoga- <br /> Rovers & Associates (CRA) on behalf of Equilon Enterprises LLC doing business as Shell Oil <br /> Products US (Shell). <br /> 8 March 2010 Agency Response to Risk Assessment Scope of Work and Work Plan <br /> Addendum (Response) <br /> 8 March 2010 Shell Oil Products US—Former Shell Central Valley Crude oil Pipelines <br /> (Update) <br /> 8 March 2010 Residential Well Monitoring Plan (Monitoring Plan) <br /> The Response was prepared to address comments in our 2 February 2010 letter. The Update <br /> and Monitoring Plan were submitted as agreed in our 23 February 2010 meeting. <br /> The Update documents information on the well survey initially provided in the 23 February <br /> meeting. During January and February 2010, Shell conducted site visits and discovered four <br /> additional supply wells, bringing the total to seven that are located on properties along Hansen <br /> Road. Shell contacted the six owners of the seven wells and determined that five are <br /> operational and can be sampled. The owners have provided no well construction information <br /> on well Nos. 4 and 7. Shell anticipates that access agreements will be obtained by 31 March, <br /> and sampling will be conducted shortly thereafter following the Central Valley Water Board <br /> staffs approval of the Monitoring Plan. <br /> The Monitoring Plan proposes to sample domestic supply wells 1 through 3, 5 through 7. The <br /> wells are named as described in the Update. All wells except No. 7 will first be purged by <br /> disconnecting any aerators and running the tap for five minutes. If the tap is downstream of a <br /> holding tank, the tank will be emptied prior to purging. The flow from the tap will be reduced to <br /> an adequate sampling rate to collect the groundwater samples. Well No. 1 is equipped with a <br /> treatment system. Therefore, both pre- and post-treatment sampling will be conducted. Well <br /> No. 7 will be purged and sampled using either a bailer or peristaltic pump. Samples will be <br /> submitted for laboratory analysis for total petroleum hydrocarbons as diesel (TPHd), TPH as <br /> crude (TPHc), and benzene, toluene, ethylbenzene, and xylenes (collectively BTEX). <br /> California Environmental Protection Agency <br /> Od Recycled Paper <br />
