Wilmington Avenue <br /> Carson, CA 90810 <br /> RISK ASSESSMENT SCOPE OF WORK, FORMER SHELL CRUDE OIL PIPELINES, <br /> HANSEN ROAD NEAR SCHULTE ROAD, TRACY, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff reviewed the 6 November 2009 Risk Assessment Scope of Work, Former Shell <br /> Central Valley Crude Oil Pipeline, Hansen Road Near Schulte Road, Cordes Ranch (RA Work <br /> Plan) submitted by Conestoga- Rovers & Associates (CRA) on behalf of Equilon Enterprises <br /> LLC doing business as Shell Oil Products US (Shell). Central Valley Water Board staff <br /> concurred with Shell's proposal to submit the RA Work Plan in our 29 September 2009 letter. <br /> This letter also provides notification that Mr. Brian Taylor has assumed project management <br /> duties from Mr. Nathan Casebeer for this site. <br /> In 2001, Shell removed a pipeline from the Cordes Ranch property in anticipation of <br /> development. During the removal, six areas referred to as Trenches 1 through 6 were <br /> observed to be contaminated by petroleum hydrocarbons. Shell prepared the RA Work Plan to <br /> (1) identify where remediation and/or risk management is needed and (2) provide a basis for <br /> quantifying the concentrations of contaminants of concern (COCs) that will not adversely affect <br /> human or ecological health and water quality. <br /> Our 5 November 2009 letter concurred with Shell's 15 October 2009 Monitoring Well <br /> Installation Work Plan (MW Work Plan) to install nine monitoring wells in the vicinity of Trench <br /> 2, Trench 3, and boring B-69. The MW Work Plan proposes to collect soil and groundwater <br /> data from the borings for the proposed wells. The proposed wells include two deep wells, <br /> which are identified as a sentinel well about 500 feet northwest of Trench 1 and a well about <br /> 20 feet southwest of Trench 3. <br /> In a 29 September 2009 letter, Central Valley Water Board staff stated that they would <br /> sample, at Shell's expense, three supply wells in the vicinity of the proposed sentinel well <br /> cluster, if Shell did not sample the wells by 30 November 2009. The wells are close to a <br /> portion of the pipeline that has not been removed or investigated for COCs. Board staff <br /> reviewed your 15 January 2010 Water Supply Well Inquiry (Letters) to the three well owners <br /> requesting permission to sample the supply wells, if necessary.
