The Letter requests <br /> the Regional Board"to require Shell to complete to undertake all reasonable steps to complete site <br /> characterization and remediation no later than the end of the first quarter 2004" (emphasis added). <br /> Shell has worked diligently and efficiently to delineate the extent of pollution at the site. However, <br /> unusual and unexpected laboratory analytical results have prevented Shell from completing the <br /> delineation work. Shell cannot begin to evaluate appropriate remedial alternatives until the full extent <br /> and nature of the pollution is characterized. <br /> We understand your concerns, but Shell continues to cooperate and comply with all Regional Board <br /> directives. Furthermore, it is not technically feasible for Shell to finish remediation in three months <br /> time.
