Box 2463 <br /> Houston, TX 77252 <br /> REVIEW OF INVESTIGATION REPORT AND WORK PLAN, FORMER SHELL <br /> CRUDE OIL PIPELINES—HANSEN ROAD, TRACY, SAN JOAQUIN COUNTY <br /> We have reviewed the 5 May 2003 Investigation Report (Report) and 9 May 2003 Workplan for <br /> Additional Delineation (Work Plan) submitted by Clayton Group Services, Inc. (Clayton) on <br /> behalf of Shell Oil Products Company(Shell) for the former Shell Central Valley Crude Oil <br /> Pipeline near the intersection of Hansen and Schultes Roads in Tracy. The Report discusses the <br /> groundwater and soil data collected from four borings intended to delineate the vertical extent of <br /> petroleum pollution. Although the vertical extent in soil is defined, it is not defined in <br /> groundwater. The Work Plan proposes three additional borings.to collect grab groundwater <br /> samples using a conepenetrometer(CPT) drilling rig to delineate the vertical extent of petroleum <br /> pollution. Two borings are proposed to a total depth of about 90 feet below ground surface (bgs) <br /> and one boring is proposed to about 130 feet bgs. The Work Plan included a health and safety <br /> plan (HASP), but it was not signed. <br /> Based on questions regarding the proposed boring locations and selected depths, Regional Board <br /> staff spoke with Mr. Mike Hurd of Clayton on 15 May. Mr. Hurd stated he would submit a <br /> signed HASP. The boring proposed to about 130 feet is co-located with boring B-58, which had <br /> a total depth of 95 feet bgs. The two borings proposed to about 90 feet bgs are co-located with <br /> previous borings B-59 and B-60 with total depths of 63 and 61 feet bgs, respectively. The CPT <br /> can only reach depths of about 150 feet bgs, so Shell will not extend beyond this depth. <br /> We have the following comments on the Report: <br /> 1.
