Hammer Lane
Stockton, CA
Dear Mr . Knoll ,
As a confirmation to our recent phone conversations, please
review the attached soil treatment proposal from Magnolia Energy
and Refining Corporation out of Bakersfield.
We propose to use their recently designed method of aeration
on the low level contaminated soil at Knowles property. We will
run their system in two phases .
The first phase will be a trial run to see that the system can
perform as intended. We will treat the first 120 - 150 cubic yards
(as dictated by APCD) , and sample for TPH and BTEX. We will take
four discrete samples of this first run of treated soil and have
the laboratory, Mobil Laboratory of Bakersfield, consolidate these
samples for analysis . Mobil Laboratory of Bakersfield is a State
of California certified lab. We propose to get the levels of
contamination to below 5 ppm on TPH and N.D. on BTEX, before this
soil is permanently put back in place .
Phase II will proceed once we have determined we can reach the
acceptable levels . During Phase II we propose to collect the
hydrocarbon emissions using an activated carbon filter, thereby
allowing us to treat as much soil daily as the system can perform.
This is estimated to be approximately 400 cubic yards per day.
We will take four samples of each 2 , 000 cubic yards and have
them analyzed for TPH and BTX. In addition, we will field screen
each 100 cubic yards of soil and monitor the air emissions using
Draeger equipment and a PID.
LIC. # A 569559 POST OFFICE BOX 2076 STOCKTON, CALIFORNIA 95201 209/465-2000
