Knoll , <br /> As a confirmation to our recent phone conversations, please <br /> review the attached soil treatment proposal from Magnolia Energy <br /> and Refining Corporation out of Bakersfield. <br /> We propose to use their recently designed method of aeration <br /> on the low level contaminated soil at Knowles property. We will <br /> run their system in two phases . <br /> The first phase will be a trial run to see that the system can <br /> perform as intended. We will treat the first 120 - 150 cubic yards <br /> (as dictated by APCD) , and sample for TPH and BTEX. We will take <br /> four discrete samples of this first run of treated soil and have <br /> the laboratory, Mobil Laboratory of Bakersfield, consolidate these <br /> samples for analysis . Mobil Laboratory of Bakersfield is a State <br /> of California certified lab. We propose to get the levels of <br /> contamination to below 5 ppm on TPH and N.D. on BTEX, before this <br /> soil is permanently put back in place . <br /> Phase II will proceed once we have determined we can reach the <br /> acceptable levels . During Phase II we propose to collect the <br /> hydrocarbon emissions using an activated carbon filter, thereby <br /> allowing us to treat as much soil daily as the system can perform. <br /> This is estimated to be approximately 400 cubic yards per day. <br /> We will take four samples of each 2 , 000 cubic yards and have <br /> them analyzed for TPH and BTX.
