(Stratus). Since then, the EHD has reviewed First Quarter 2015 Groundwater Monitoring <br /> and Remediation Status Report (GWMR 2) dated April 3, 2015, prepared and submitted by <br /> Stratus, and has discussed the site with Central Valley Regional Water Quality Control Board <br /> staff. <br /> After review of analytical data presented from GWMR 2 and further review of site conditions and <br /> the case closure criteria established under the Low-Threat Underground Storage Tank Case <br /> Closure Policy, the EHD considers the site eligible for case closure. According to GWMR 2, <br /> benzene concentrations decreased below 1,000 micrograms per liter (pg/1) in groundwater <br /> monitored by MW-12. In addition, a 30-foot bioattenuation zone exists at the subject site; <br /> therefore, vapor intrusion poses a minimal threat. <br /> The EHD directs the following: discontinuation of groundwater monitoring; discontinuation of <br /> ozone injection remediation; submittal of the estimated time to reach water quality goals (WQG) <br /> and initial and removed contaminate mass estimates; preparation of a well destruction work <br /> plan; and preparation of a public participation notice regarding the pending case closure. Prior <br /> to the destruction of wells associated with this case, a 60-day public notification period must be <br /> conducted. As required by the Low-Threat Underground Storage Tank Case Closure Policy <br /> (LTCP) enacted by the State Water Resources Control Board (State Water Board) on 17 August <br /> 2012, `Municipal and county water districts, water replenishment districts, special act districts <br /> with groundwater management authority, agencies with authority to issue building permits for <br /> land affected by the petroleum release, owners and occupants of the property impacted by the <br /> petroleum release, and the owners and occupants of all parcels adjacent to the impacted <br /> property shall be notified of the proposed case closure and provided a 60-day period to <br /> comment." Those to be notified include, but are not limited to: California Water Service <br /> Company in Stockton, Stockton East Water District, San Joaquin County Public Works Utilities <br /> Maintenance, Stockton Municipal Utilities Department, Stockton Community Development <br /> Department and Stockton Public Works Department. <br />
