Woodward-Clyde
Ms. Linda Turkatte
San Joaquin County Environmental Health Division
August 5, 1996
L Page 7
L
I
SITE RESTORATION
Following verbal authorization from SJCEHD on.May 1, 1996, WCFS directed Manly and
Sons, Inc. to backfill the excavation. The contractor used the pea gravel and clean fill material
removed from the excavation and certified clean imported fill from an off-site source to backfill
' the excavation. Following the backfilling activities the contractor compacted the backfill
material to match the existing grade surface.
Approximately 18 cubic yards of diesel-contaminated soil were removed from the site by Manly
and Sons, Inc. The contractor.loaded, transported and-disposed all diesel contaminated soil
generated during re-excavation activities in accordance with local, state, and federal regulations
to Forward Incorporated Landfill under non-hazardous waste manifest profile #493701. A
r, copy of the waste manifest is attached to this letter report.for reference.
J CONCLUSIONS AND RECOMMENDATIONS
L No TPH as diesel was detected in the soil samples collected from the area north of the former
UST. The vertical and lateral extent of diesel soil contamination has been removed by
Ll
excavation from the KJAX site. Based on analytical results of soil samples collected from the
L seven borings on May 25, 1995 through June 22, 1995, and the samples collected following
excavation activities on.April 30, 1996, no diesel contaminated soil with concentrations above
i the 100 mg/Kg clean up goal remains near the former north end of the FEMA owned UST.
LJ No further action is proposed or recommended for this site. We request your written approval
of closure for the former FEMA UST at KJAX radio station site at 5451 East Harding Way in
rj Stockton, California.
LIMITATIONS
L
This report describes WCFS's interpretation of the data collected during our field activities on
April 30, 1996. The activities were limited to excavating the extent of subsurface petroleum
hydrocarbon contamination from the area near the"north end of the former UST at the KJAX
site. Our interpretation and conclusions concerning these data are limited by the degree to
which the samples collected are representative of actual site conditions.
L
r, G;
4
