West Coast Tomato of California, a Limited Partnership (hereafter Discharger), submitted a <br /> Report of Waste Discharge, dated 27 March 1994, for their wastewater disposal facility. The <br /> property (Assessor's Parcel No. 143-100-20) is owned by West Coast Tomato of California, a <br /> Limited Partnership. <br /> 2. There are no waste discharge requirements currently in effect for this facility. <br /> 3. The Discharger operates an existing facility which washes and packs fresh tomatoes for shipment. <br /> The operating season is approximately 75 days long, from late July through late October. The <br /> washwater is chlorinated to approximately 100 mg/1, total residual chlorine. Previously, the <br /> washwater was discharged via sprinklers. without treatment, to a 1.4 acre disposal area located <br /> adjacent to the processing area. The Discharger now proposes to treat the washwater with sodium <br /> bisulfate to remove the chlorine., prior to discharging it through the sprinkler system. The <br /> discharge volume is 1500 gpd. average, and 2500 gpd, maximum. <br /> 4. The facility is in projected Section 31. T2N. R7E, MDB&M. as shown in Attachment A. which is <br /> attached hereto and part of the Order by reference. Surface water drainage feeds into the City of <br /> Stockton storm drainage system, which eventually drains to the San Joaquin River. Ground water <br /> is 70 to 80 feet below the ground surface. <br /> 5. The Board adopted a Water Quality Control Plan, for the Sacramento-San Joaquin Delta Basin <br /> (hereafter Basin Plan), which contains water quality objectives for all waters of the Basin. These <br /> requirements implement the Basin Plan. <br /> 6. The beneficial uses of the San Joaquin River are municipal, industrial. and agricultural supply; <br /> recreation; esthetic enjoyment; navigation; and preservation and enhancement of fish, wildlife, and <br /> other aquatic resources. <br /> 7. The beneficial uses of underlying ground water are domestic, industrial. and agricultural supply. <br /> 8. The action to adopt waste discharge requirements for this facility is exempt from the provisions of <br /> the California Environmental Quality Act(CEQA), in accordance with Title 14, California Code <br /> of Regulations (CCR).
