The wells were sampled according to a program proposed by
Horizon Environmental in 2003 and approved by the EHD.
Based on the low levels of petroleum constituents detected in these wells, Horizon
Environmental has recommended that "active remediation be discontinued and if concentrations
of hydrocarbons in ground water continue a naturally declining trend the site be considered for
low risk closure."
The EHD concurs with the request to discontinue active remediation at this site with the
following understandings and conditions:
• With the remedial process discontinued, the previously approved modified sampling
program will also be discontinued. Quarterly monitoring, sampling and reporting are
required for all well casings with ground water in them for all constituents sampled at this
site before the modification was approved.
• A soil vapor intrusion evaluation is required for this site before a request for no further
action is submitted to the EHD. Recent changes in the Central Valley Regional Water
Quality Control Board (CVRWQCB) closure evaluation requires that soil vapor samples
be collected for this evaluation and evaluated against the San Francisco Bay Regional
Water Quality Control Board (SFBRWQCB) Environmental Screen Levels (ESL). The
EHD recommends you submit a work plan to collect soil vapor samples immediately.
