Hammer Lane <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) <br /> has reviewed the "Soil Management Plan Related to Underground Tank Removal", <br /> dated March 13, 1996 as submitted by Horizon Environmental Inc., and has the <br /> following comments. <br /> Sampling procedures described within the proposal suggested soil sampling for total <br /> lead via the Waste Extraction Test method. In order to avoid any confusion, please <br /> ensure that EPA 7420 or 6010 is the analytical method. In addition, please sample for <br /> MTBE (Methyl Tertiarty Butyl Ether) using Method 8020. Positive results with this <br /> method may need confirmation analysis with Method 8260 to verify any false positives. <br /> Please check with your consultant or laboratory director for the details. <br /> Soil over-excavation is considered a corrective action, and as such, shall conform to the <br /> minimums established within the Underground Storage Tank Regulations, California <br /> Code of Regulations, Sections 2720 to 2728. In order to proceed with the proposed <br /> action, PHS-EHD will need to notify the general public, post the site, and provide the <br /> public a comment period to allow for questions and evaluation of the corrective action. <br /> In order to post the site, one additional copy of your work-plan needs to be submitted to <br /> PHS-EHD. In addition, an Executive Summary, in duplicate, is to be submitted for <br /> review and posting. This summary is to be written in language that the non-technical <br /> general public could understand and should provide an adequate explanation of the <br /> history of the site, your proposal and intentions, and the final disposition of the site at <br /> the end of your procedure. A copy of each of the Executive Summary, the work-plan <br /> and PHS-EHD public notice will be available at the Public Participation area of PHS- <br /> EHD for review by the public.
