Now that right-of-entry agreements appear to be coming together, the subject well destructions project can move forward. Horizon will submit the work plan with the permit applications. Regarding the 216112 letter, Horizon acknowledges: that EHD conditionally approves of pressure grouting wells MW- 1/VW-112, VW-314, VW-516, VW-718, SW-1 and MW-5 located in the current UST basin; that logs for wells MW-5, VW-516, VW-718 and SW-1 do not accurately represent well construction; the well ID notes on the photo are incorrect in places; and that EHD requests demonstration of intersection of bore hole and backfill for wells MW-1/VW-112 and VW-314. For MW-5,VW-516, VW-718 and SW-1 well logs, the lines representing the conductor casings should be at the left and right edges of the Well Construction column; backfill outside of conductor casing and neat cement inside conductor casing and around well casing. The backfill outside of the conductor casing would not show in the Well Construction column. MW-11VW-112 and VW-314 well logs do accurately represent well construction. The conductor casing lines are at the edge of the Well Construction column. The adjacent Graphic Representation column does not depict well construction information. The logs indicate that backfill extends deeper than the conductor casing (10 feet). Also, the attached Figure 2 from the August 1996 UST Closure Report indicates that the UST excavation was 14 feet deep in the area of wells MW- INW-112 and VW-314. Therefore, the backfill intersects the bore hole below the conductor casing and EHD would approve pressure grouting of these wells. Per the 1219111 EHDllnfurna letter, wells which were found in their last sampling event to contain NO analyte detections and are outside the area of residual contamination may be destroyed by pressure grouting. Horizon considers all other wells than those discussed above to be outside the area of.residual-contaminatiorr,-With the-exception of MW-10, all other wells (besides-thD96-discussed above)were"found to have no analyte detections in their last sampling event on 6130111. MW-10 had-0.96-pp6_MTBE (reporting limit is 0.50 ppb); no other analytes were detected. Horizon requests EHD c nsideratiori r pressure grouting MW-10 in light of the sole, near-reporting limit MTBE concentration. If this is notes acce ble, Horizon will plan to drill out MW-10.
