Mr. James Taylor • 3 - • 5 December 2007 <br /> • Recirculation may begin when the wells are installed, the Monitoring and Reporting <br /> Program has been issued by the Executive Officer, and the system pre-tests are <br /> successfully completed. <br /> • If injection into IW-BH2A causes an increase in water surface elevation in MW-3B, <br /> Regional Water Board shall be notified and the injection rate shall be decreased. <br /> Reporting <br /> Reporting requirements stated in our 4 October 2007 letter are repeated here for convenience. <br /> During the first three months of operation, monthly constituent data and groundwater elevation <br /> data shall be transmitted to Regional Water Board staff, and may be transmitted electronically. <br /> The data should be tabulated and should be accompanied by a figure. Quarterly reports need <br /> to include narrative descriptions, data, and figures and should be submitted in hardcopy <br /> format. The quarterly reports should include laboratory data sheets, which may be provided <br /> on electronic media. <br /> A Well Installation Report shall be provided within 60 days of well installation and needs to <br /> include well logs, construction diagrams, and a figure. <br /> A Recirculation Status Report shall be provided within 120 days of starting the recirculation <br /> system. The Recirculation Status Report should provide an estimate of the extent of the <br /> groundwater mound, if any, at injection well IW-BH2A, an estimate of the hydraulic <br /> conductivity at the injection area, an estimate of the radius of influence of the extraction well, <br /> and an estimate of the hydraulic conductivity in the extraction area. <br /> Within 14 months of starting the recirculation system, a Pilot Study Evaluation Report shall <br /> be provided to Regional Water Board staff. The Pilot Study Evaluation Report should provide <br /> an assessment of the effectiveness of the recirculation on contaminant reduction. The Pilot <br /> Study Evaluation Report should update the groundwater model and assess the potential for an <br /> expanded groundwater recirculation system to accelerate the rate that the site pollutants are <br /> degraded. <br /> By 28 February 2008, provide the Well Work Plan and tentative schedule to Regional Water <br /> Board staff with a copy to San Joaquin County Environmental Health Department. <br /> Thank you for the Pilot Study Work Plan. We look forward to working with you to enhance the <br /> effectiveness of the zero valent iron treatment of site pollutants.
