Mr. James Taylor • 3 - • 5 December 2007
• Recirculation may begin when the wells are installed, the Monitoring and Reporting
Program has been issued by the Executive Officer, and the system pre-tests are
successfully completed.
• If injection into IW-BH2A causes an increase in water surface elevation in MW-3B,
Regional Water Board shall be notified and the injection rate shall be decreased.
Reporting
Reporting requirements stated in our 4 October 2007 letter are repeated here for convenience.
During the first three months of operation, monthly constituent data and groundwater elevation
data shall be transmitted to Regional Water Board staff, and may be transmitted electronically.
The data should be tabulated and should be accompanied by a figure. Quarterly reports need
to include narrative descriptions, data, and figures and should be submitted in hardcopy
format. The quarterly reports should include laboratory data sheets, which may be provided
on electronic media.
A Well Installation Report shall be provided within 60 days of well installation and needs to
include well logs, construction diagrams, and a figure.
A Recirculation Status Report shall be provided within 120 days of starting the recirculation
system. The Recirculation Status Report should provide an estimate of the extent of the
groundwater mound, if any, at injection well IW-BH2A, an estimate of the hydraulic
conductivity at the injection area, an estimate of the radius of influence of the extraction well,
and an estimate of the hydraulic conductivity in the extraction area.
Within 14 months of starting the recirculation system, a Pilot Study Evaluation Report shall
be provided to Regional Water Board staff. The Pilot Study Evaluation Report should provide
an assessment of the effectiveness of the recirculation on contaminant reduction. The Pilot
Study Evaluation Report should update the groundwater model and assess the potential for an
expanded groundwater recirculation system to accelerate the rate that the site pollutants are
degraded.
By 28 February 2008, provide the Well Work Plan and tentative schedule to Regional Water
Board staff with a copy to San Joaquin County Environmental Health Department.
Thank you for the Pilot Study Work Plan. We look forward to working with you to enhance the
effectiveness of the zero valent iron treatment of site pollutants. Thank you also for your
comments on the draft Monitoring and Reporting Program. The final Monitoring and Reporting
Program will be transmitted under separate cover. If you have any questions or comments,
you may contact me by telephone at (916) 464-4680, by email at
aterrelle.vetterboards.ca.gov, or by regular mail at the letterhead address.
AMY TERRELL
Private Sites Cleanup Unit
