HARLAN ROAD, FRENCH CAMP, SAN JOAQUIN COUNTY <br /> We have reviewed the 26 April 2001 Quarterly Groundwater Monitoring Report(QMR) and the <br /> 24 May 2001 Site Investigation &Second Quarter 2001 Monitoring Report (Report) submitted by Haley <br /> &Aldrich, Inc. for the ContiGroup Companies, Inc. (CGCI) French Camp Grain Elevator facility(site). <br /> The QMR discusses the groundwater monitoring event conducted on 14 March 2001. The Report <br /> discusses the installation, development and sampling results of four groundwater monitoring wells in <br /> two water bearing zones and the groundwater monitoring event conducted 2 - 4 May 2001. We have the <br /> following comments on the QMR and Report: <br /> 1. The extent of groundwater contamination is not defined to the southeast or west in the shallow <br /> water bearing zone or to the west in the intermediate water bearing zone based on the <br /> information provided in the Report and in Metcalf& Eddy's (M&E) 19 July 1999 Groundwater <br /> Investigation Letter Report. As we stated in our 9 May 2000 letter, "CGCI needs to investigate <br /> the full horizontal and vertical extent of pollution to the zero-impact line." <br /> 2. The Report does not state the dates that the drilling occurred. The Report must include this <br /> information. <br /> 3. Table 3 of the Report states milligrams per liter as the unit of measure for the listed <br /> concentrations. The corresponding laboratory report lists micrograms per liter as the unit of <br /> measurement. Units of measure must be consistent throughout the Report. <br /> 4. The Report did not include soil boring logs. The Report must include this information. <br /> 5. The Report states results from the 1999 environmental site assessment are presented in Tables 4 <br /> and 5.
