ENVIRONMENT HEALTH <br /> 277 Park Avenue PERMIT/SERVICES <br /> New York,NY 10172 <br /> SITE INVESTIGATION WORK PLAN, CONTIGROUP COMPANIES,INC., 9504 S.HARLANROAD, <br /> FRENCH CAMP,SAN JOAQUIN COUNTY <br /> We have reviewed the 18 January 2001 Site Investigation Work Plan (Work Plan) submitted by Haley& <br /> Aldrich, Inc. for the ContiGroup Companies, Inc. (CGCI)French Camp Grain Elevator facility(site). Our <br /> 25 August 2000 letter had the following comments which are not addressed in the Work Plan: <br /> 1. Several of the proposed wells will be installed in deeper water-bearing units. Monitoring wells <br /> installed in deeper water-bearing units without isolating upper zones may act as a pollution conduit <br /> between the zones. CGCI needs to isolate wells installed in deeper units from the more shallow water- <br /> bearing units by completing the wells with outer conductor casing(s) (dual completion wells). CGCI <br /> needs to submit proposed monitoring well construction details for the dual completion wells prior to <br /> beginning this field investigation. <br /> 2. Since cone penetrometer test(CPT) data have not been collected near the proposed wells, CGCI needs <br /> to obtain continuous core samples from 10 feet above the top to 10 feet below the proposed bottom of <br /> the well screen interval. Additionally, the zone where the conductor casing is set will need to be <br /> continuously cored about three feet above to no more than two feet below the clay/sand interface. <br /> 3. CGCI did not submit a schedule to complete the work outlined in the Work Plan. <br /> The work plan is hereby approved on the condition that Comment Nos. 1 and 2 are addressed prior to <br /> beginning any fieldwork. By 25 May 2001,please submit a site assessment report for the work proposed in <br /> the Work Plan prepared in general accordance with the attached Items To Be Included In A Site Assessment <br /> Report. Additionally,by 29 June 2001,please submit an interim remedial action plan for soil and <br /> groundwater cleanup. In the future, work plans for investigation need to include a schedule for completing <br /> the proposed work.
