Mr. Daniel Decker 1040 -2 - • 15 December 2000' <br /> At two points in the 13 September letter, Ogden questions whether groundwater remediation will be <br /> required. The Fourth Edition of the Water Quality Control Plan for the Sacramento River and San <br /> Joaquin River Basins (Basin Plan) designates groundwater beneath the site as a potential or existing <br /> source of municipal and/or domestic supply. Therefore, according to State Water Resources Control <br /> Board Resolution 92-49, cleanup and abatement shall be done in a manner that promotes attainment of <br /> background water quality, or the highest water quality which is reasonable if background levels of water <br /> quality cannot be restored. "Reasonable"means technically and economically feasible. <br /> The 15 September letter presents sampling results for four private wells near the site. One well, the <br /> Cemetery well about 500 feet north of the site, contained 1.6 µg/1 dichloropropane, a contaminant <br /> reported in five of the 10 on-site monitoring wells during the last quarterly sampling event. The three <br /> other nearby,private wells did not contain volatile organic compounds. <br /> CGCI did not sample two other nearby wells, a well owned by Mr. Norman Williams and a municipal <br /> well, as requested. Mr. Williams did not allow CGCI access to his well for sampling. We will be <br /> corresponding with Mr. Williams to request access to his well. CGCI did not explain why it did not <br /> sample the municipal well. CGCI needs to provide the Board the reason the well was not sampled. <br /> In our 25 August 2000, we enclosed a draft monitoring and reporting program (MRP) for your review <br /> and comment, and requested comments by 15 September 2000. CGCI did not comment on the draft <br /> MRP. Therefore, enclosed is final MRP No. 5-00-858, which is now in effect and shall be followed <br /> beginning with the first quarter 2001 monitoring event. Additionally, we have not yet received the third <br /> quarter 2000 sampling report. The report should have been submitted by now and shall be submitted no <br /> later than 29 December 2000. <br /> By 5 January 2001, CGCI is required to submit an amended work plan for soil and groundwater <br /> investigation that includes an alternative, reconnaissance soil investigation, the previously requested well <br /> details for the dual completion wells, and a schedule to conduct the work and submit a site assessment <br /> report.
