Mr. George Pfandler - 2 - 9 May 20001 <br /> 5. CGCI must conduct a well survey identifying all wells within a 0.5-mile radius of the site and all <br /> public supply wells within a 1-mile radius of the site. The well survey shall include a physical <br /> survey of all properties within a 500-foot radius of the site. Based on the results of the well <br /> survey,Board staff may require off-site well sampling. <br /> 6. In my letter dated 13 December 1999, I stated that the Site Characterization Report should include <br /> recommendations for additional investigation, if needed, to define the extent of contaminants in <br /> soil and shallow groundwater and that if additional investigation of soil and shallow groundwater <br /> was not recommended, the Site Characterization Report shall include a schedule for submittal of <br /> an interim remedial action plan. The Site Characterization Report included neither. <br /> Until Board staff develops a formal monitoring and reporting program for the site, CGCI shall monitor <br /> existing groundwater monitoring wells on a quarterly basis beginning the second quarter 2000 (April <br /> through June). CGCI shall obtain groundwater elevation measurements and collect and analyze <br /> groundwater samples from each monitoring well and analyze the samples for volatile organic <br /> compounds in accordance with U.S. Environmental Protection Agency(EPA)Method 8260B to <br /> establish baseline groundwater conditions. Sample handling and analysis shall follow standard EPA <br /> protocol. <br /> By 9 June 2000,please submit a work plan for additional groundwater investigation. The work plan <br /> shall include procedures to investigate the full horizontal and vertical extent of pollution to the zero- <br /> impact line as stated in the Basin Plan.
