HARLANROAD, FRENCH CAMP, SAN JOAQUIN COUNTY <br /> I have reviewed the 10 December 1999 Site Characterization Work Plan (work plan) submitted by Metcalf <br /> &Eddy, Inc. for the ContiGroup Companies, Inc. (CGCI) French Camp Elevator facility(site). The work <br /> plan proposes to further characterize carbon tetrachloride and chloroform detected in soil and groundwater <br /> beneath the site by installing five monitoring well clusters (two wells at each location). One well at each <br /> location will be screened within a water-bearing zone at approximately 25 feet below the ground surface <br /> (bgs)with the other screened at approximately 65 to 75 feet bgs. <br /> We hereby accept the work plan on the condition that the screen intervals do not exceed 15 feet on any <br /> of the groundwater monitoring wells. CGCI shall complete work outlined in the work plan and submit a <br /> Soil and Groundwater Report by 27 March 2000. CGCI should be working toward defining <br /> contamination sufficiently to devise an interim remedial action plan (IRAP) for soil and shallow <br /> groundwater. The.Soil and Groundwater Report should include recommendations for additional <br /> investigation, if needed, to define the extent of contaminants in soil and shallow groundwater. If <br /> additional investigation of soil and shallow groundwater is not recommended, the Soil and Groundwater <br /> Report shall include a schedule for submittal of an IR.AP. <br /> If you have any questions regarding this project,you may call me at(916) 255-3077. <br /> S PH E.
