Mr. James Taylor 9 - 2 - . 16 September 2009
The pilot study showed that reinjection of groundwater did not increase water surface
elevations for the extraction/injection rates that were tested, which were as high as about
6 gpm. The reinjection of groundwater into the zero valent iron formation appears to be
responsible for dramatically reducing the concentration of all of the constituents of concern in
MW-10B, which is near and downgradient of the injection point of the pilot study
injection/extraction well pair.
Notice of Intent
In addition to the updated Work Plan, the Notice of Intent included historical and current water
quality data, a proposed monitoring and reporting program, groundwater model calibration, a
draft fact sheet, and referred to background water quality presented in the 2007 Work Plan.
Continental also provided an Initial Study pursuant to the California Environmental Quality Act,
and circulated a fact sheet describing the groundwater recirculation pilot test and the proposed
work plan. It appears that the proposed work plan qualifies for coverage under the In-Situ
General Order. Please provide to Central Valley Water Board staff an application fee of $2520
payable to the State Water Resources Control Board.
Central Valley Water Board staff conditionally concur with the updated Work Plan as
described in the Notice of Intent, subject to the following conditions:
• A Notice of Applicability is issued to Continental Grain Company by the Central Valley
Water Board Executive Officer.
When Continental receives the Notice of Applicability and the Monitoring and Reporting
Program, it may operate both recirculation systems simultaneously. If you have any
questions, you may contact me by telephone at (916) 464-4680 or by email at
aterr II@wate oards.ca.gov.
nnnn l `'
AMY TER ELL
Private Sites Cleanup Unit
cc: Ms. Lori Duncan, San Joaquin County EHD, Stockton
Ms. Linda Huff, Huff & Huff Inc., Oak Brook IL
Mr. Robert Marty, Advanced GeoEnvironmental Inc., Stockton
