PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION w °",v
z
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202 {iFoa
20914b8-3420
BOB MURDOCx AUG 13 1997
CITY OF STOCKTON
425 NORTH EL DORADO ST
STOCKTON CA 95202
RE: Fire Station#7 SITE CODE. 232403
1767 Hammer Lane
Stockton CA
San Joaquin County Public Health Services,Environmental Health Division(PHS/EHD)has completed review of the
"Site Characterization"report prepared by Twining Laboratories and dated July 18, 1991. PHSIEHD has the following
comments for your consideration and response.
On December 20, 1996,two soil borings, SB I and SB IA,were advanced for the purpose of collecting soil and
groundwater samples. Two additional soil borings, SB2 and SB3,were advanced on December 23, 1996 for the
purpose of collecting soil samples to define the lateral extent of the contamination. The report indicated that the
samples were submitted to Twinning Laboratories and that some samples were then submitted under subcontract to
APPL for analysis. Unfortunately, the chain of custody for the samples which were subcontracted to APPL was not
included in the report submitted, thus making it impossible to correlate APPL's sample identification numbers with the
field designated identification numbers. The laboratory report also did not include the QA/QC data for the Twinning
Laboratories analytical report or for APPL's sample#824244-46438S. It is also not clear whether or not this sample
was analyzed within the required M day holding time. Please submit the missing chain of custody and the QAIQC data
for the respective laboratory reports.
The summary tables of the analytical results which were obtained during this investigation did not note the detection
limits for the results. As the summary table will be used as part of the historical record for the site, please prepare a
summary table which indicates what detection limits were achieved and which summarizes all the analytical
information obtained to date. Please also submit boring logs which have been signed by an appropriate registered
professional.
Soil and groundwater contamination was detected in samples collected from SPI, SP2 and SP3. The grab groundwater
sample was collected at 40 feet below ground surface from SPI. While the concentrations detected in this grab
groundwater sample was relatively low,72 ppb TPH-diesel, significant soil contamination of up to 4,100 ppm TPH-
diesel was detected at 13 feet below ground surface. Please submit by September 26, 1997 a work plan to continue the
investigation and/or to perform a limited excavation which would then be followed by an evaluation of any remaining
contamination.
If you have not done so, PHSIEHD strongly suggests that an Underground Storage Tank Cleanup Fund application be
submitted to the State Water Resources Control Board. If you require assistance to complete the application or if you
have any questions, please contact Mary Meays at(209)468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Mary Meays, Senior REHS Margaret agorio, REHS
Site Mitigation Unit Supervisor
cc: Elizabeth"Thayer, CVRWQCB
cc: James Giottonini,City of Stockton Public Works
cc: Clay Rodgers,Twinning Laboratories
A Division of San Joaquin County Health Care Services
