Weber Avenue, 3rd Floor
Stockton, CA 95202
Subject: Monitoring Well Abandonment Summary at Inland Paint Facility Located at 117
West Harding Way, Stockton
Dear Mr. Infurna:
ATC Associates has prepared this letter on behalf of Inland Paint Company to summarize
groundwater monitoring well abandonment activities at the above referenced site (Figure 1).
This work was performed following Regional Water Quality Control Board's concurrence with
San Joaquin County Environmental Health Division's (SJCEHD's) request for No Further
Action.
On December 3 and 4, 2001, ATC supervised the abandonment of on-site monitoring wells MW1
and MW2 and off-site monitoring well MW4 (Figure 2). The wells were abandoned by Woodward
Drilling, a C57 licensed drilling company. Monitoring well MW3 could not be destroyed at that
time because overhead lines restricted the access of the drill rig. On February 14, 2002, ATC
supervised the abandonment of on-site monitoring well MW3 (Figure 2). The well was abandoned
by Gregg Drilling, a C57 licensed drilling company, utilizing a drill rig with a 12-foot high mast.
The four monitoring wells were destroyed by overdrilling the casing and sandpack to depths of
approximately 57 feet.
At the request of the City of Stockton Public Works Department, the entire concrete slab of the
sidewalk where monitoring well MW4 was located was removed and replaced. The City of
Stockton Public Works Department has inspected the concrete slab and it has been approved.
Soil cuttings generated during well destruction activities were disposed of at Forward Landfill in
Stockton, California on February 22, 2002. Rinseate water was disposed of by American Valley
Waste Oil on February 27, 2002. Copies of the nonhazardous waste manifest are attached.
All work was completed in accordance with ATC's Workplan for Destruction of Groundwater
Monitoring Wells at Inland Paint Company, 117 West Harding Way, Stockton, California dated
October 24, 2001 and the site's existing Site Safety Plan (SSP) dated June 1998.
wAwordpro1172951reportslwellabandonment I
ENVIRONMENTAL, GEOTECHNICAL AND MATERIALS PROFESSIONALS
