I <br /> i <br /> t <br /> During the tank replacement project, all below surface remediation piping <br /> necessary for vapor extraction and air sparging was installed. Recent approval <br /> from the San Joaquin Valley Air Pollution Control District to use an alternative air <br /> emission abatement device at facility #434 in Lodi will allow ARCO to transfer <br /> the air emission abatement unit from the Lodi facility to this facility in the near <br /> future. <br /> Fac. #760, 225 S. Cherokee Lane, Lodi <br /> PHS/EHD requested that additional investigation west, north and east of <br /> the waste oil tank be performed . Also, additional assessment was requested in <br /> the area of the new tank complex and groundwater monitoring wells were <br /> requested to be installed. <br /> ARCO has supplied the following reports to the PHS/EHD since the 3/93 <br /> meeting : a) Addendum to the Work Plan for installing groundwater wells , <br /> dated 12/8/93, <br /> b) Status Report, First Quarter ' 94 dated 6/8/94. <br /> ARCO installed three groundwater monitoring wells at the site in late <br /> January , 1994 . ARCO attempted to obtain access agreements from the City of <br /> Lodi and a neighboring property owner to characterize the extent of <br /> contamination north and west of the former waste oil tank. Ms. Pamela Martinez <br /> was mailed access agreements on 5/11 /93 and 6/15/93 . ARCO has not received <br /> a response from her. The City of Lodi denied ARCO access into the alley, <br /> although ARCO named Lodi as an additional insured , because Lodi was <br /> planning to sell the alley property to the adjacent property owners . Thus , due to <br /> refusal from off-site property owners , ARCO has not been able to characterize <br /> north and west of the former waste oil tank. Well MW-3 characterizes the area <br /> immediately east of the former waste oil tank. <br /> ARCO has investigated the need for additional assessment in the area of <br /> the current product tanks. Seven soil samples were obtained at a depth of 12 <br /> feet which is the base of the current tank excavation. Only one sample detected <br /> TPHg concentrations above the detection limit of 1 . 0 ppm and had a <br /> concentration of 1 . 4 ppm. Two earlier soil borings within this area had nondetect <br /> soil samples at depths of 15 and 20 feet. Additionally, soil samples from these <br /> borings did not create readings on the PID meter. ARCO installed well MW-2 <br /> adjacent to the tank complex in January of 1994. Soil data indicate that soil <br /> contamination in this area was restricted to two vertically limited zones at 21 . 5 <br /> feet and 36 . 5 feet. <br /> ARCO has also allocated funds to purchase an air emission abatement <br /> treatment unit for this site. ARCO expects delivery of this unit later this year. <br /> Fac. #6080, 85 E. Louise, Lathrop <br /> PHS/EHD requested that the existing monitoring wells be sampled yearly <br /> at a minimum . <br /> The monitoring wells at the site are scheduled to be sampled <br /> during August of 1994. <br />
