The depth and frequency of sample collection/analysis for each boring location need to
follow the Luh Manual and Tri-Regional Guidelines. The soil boring data collected is not
meant to indicate maximum concentrations of contaminants only. Analytical data collected
should be used to help define dimensions of the plume and possible threat to groundwater.
Since often times field screening methods do not correlate well with analytical results,it is
recommended that more than one sample per hole be analyzed.
2. Both soil and groundwater samples should be analyzed for the recommended minimum
verification analyses outlined in Table #2 of the Tri-Regional Board Staff Recommendations.
3. In the description of the monitoring well construction, no mention is made of the length
of the screened interval. The Central Valley Regional Water Quality Control Board
(CVRWQCB) staff have strongly recommended a maximum of 20 feet. Also, related to the
monitoring well construction, PHS/EHD is recommending surge blocking the well prior to
the placement of the bentonite plug. Experience has shown that many times the filter pack
will settle substantially and if surging is done at this time, a void beneath the bentonite
plug can be prevented.
Please contact Steven Schneider, REHS, of my staff at (209) 468-3441 with your response to these comments
so that your permit to drill can be issued.
Jogi Khanna, M.D., M.P.H.
Health OIf "
i
urie A.
