Recall that this investigation was not prompted by knowiedgc':of any releases <br /> froth this facility. Rather,the work was <br /> performed to obtain chemical data in support of $P;s planned <br /> divestment ol'retail properties acquired from Mobil during 1999.The data shows that variabic concentrations I <br /> of petroleum hydrocarbons were detected in off-site and on-site groundwater monitoring wells. Consistent { <br /> i <br /> with prior monitoring data,the highest concentrations were detected in samples obtained from'well MW-2, <br /> located immediately north of the underground storage tanks. <br /> In a letter dated 7 February 1997,the San Joaquin County Public Health Services,Environmental Health <br /> Division raised the concern that"new product may be reaching the groundwater'and that the"data does not <br /> indicate that this is a stable or declining plume." the county further suggested that 13P submit a workplan to <br /> evaluate alternatives for active remediation based on these data. I understand that spill containers must he <br /> installed around the:till pipes before the USTs at this site can meet 1998 Irak prcvcntian requirements. I'he <br /> absence of spill containment devices most likely explains the variable concentration data associated with the <br /> wells in the immediate vicinity of the USTs.
