Please verify that this is the correspondence you are looking for and if we could <br /> proceed with the well destruction project. <br /> We plan on submitting the well destruction work plan along with the permit applications, check, and access <br /> agreements. The City of Stockton encroachment permit for three right-of-way wells would not be ready as <br /> we plan on submitting this at the same time as the well destruction permit applications—will SJCEHD be <br /> able to process the permit application without the encroachment permit? <br /> Lastly, please confirm that the following methodologies are acceptable to SJCEHD for destroying the 23 <br /> wells. We plan on including these on our work plan. <br /> Based on the San Joaquin County Well Standards section 13.17.6: "if the well construction is unknown <br /> and/or is located in an area of known or suspected pollution or contamination, the well shall be destroyed <br /> by removing all material within the original borehole (including the well casing, screen, filter pack, and <br /> annular seal); and the created hole filled completely with appropriate sealing material." <br /> Based on the 2Q11 QMR (see attached), MW-4, MW-7, and MW-9 are wells with MTBE above the <br /> laboratory MRL (with only MW-9 above the 13 ug/L MCL). MTBE for the rest of the monitoring wells are <br /> below the laboratory MRL. Additionally, injection wells OS-1 through OS-10 are located in the area where <br /> the MTBE plume is not suspected. Considering these, the following is proposed: <br /> 1. Pressure-grout casing, air-knife to 3 ft bgs (section 13.17.12), cut casing to 3.5 ft bgs (section <br /> 13.17.12), form a mushroom cap (section 13.17.13), backfill with clean soil (section 13.17.14), and <br /> resurface borehole to match existing surface for wells MWA R, MW-2R, MW-3 through MW-8, MW- <br /> 10, MW-11, MW-13, VW-1, and OS-1 through OS-10. <br /> 2.
