We wish to document our position regarding
remedial actions undertaken by Tosco at the referenced facility.
• In December 1998,the underground storage tanks and product piping were replaced to remain in
compliance with current operating criteria. Tosco undertook overexcavation activities in source areas
of the site, including the tank pit, product piping runs and dispensers. Approximately 1,074 tons of
soils were excavated and disposed offsite at an approved landfill facility.
• In addition,Tosco removed 15,000 gallons of groundwater from the tank cavity and disposed the water
at our S.F.Refinery in Rodeo.
Based on the January 19, 1999 groundwater sampling results from site monitoring wells it appears that
Tosco has adequately mitigated any potential contribution of hydrocarbon impact, including MTBE,by the
aforementioned corrective actions. Current groundwater concentrations following these remedial activities
are consistent with,or below,baseline. r
Should you have any questions or wish to discuss this matter further, please contact me at 925-277-2335.
Sincerely,
David J.
