(Stratus)has prepared brief letter, on behalf of Mr. Wesley Parkinson, for the <br /> property located at 3250 W. Hammer Lane in Stockton California. The purpose of this letter is <br /> memorialize a meeting held on May 17, 2010 between representatives of San Joaquin County <br /> Environmental Health Department (SJCEHD) (Ms. McCartney and Mr. Nuel Henderson), Stratus (Mr. <br /> Gowri Kowtha and Ms. Sarah Salcedo), and Mr. Parkinson. During the meeting; Stratus provided an <br /> overview of the environmental work at the site over the past decade and the group cooperatively <br /> discussed the current dissolved-phase petroleum hydrocarbon and fuel-oxygenate plume in groundwater <br /> beneath the site. In addition, the group extensively discussed the advancement .of the project toward <br /> ozone injection remediation at the site, which has been ongoing at the adjacent parcel (Former BP No. <br /> 11193 at 3202 W. Hammer Lane) since 2004. Further, the group discussed.whether RWQCB would <br /> allow the project to proceed to pilot-scale testing without the completion of bench-scale testing (and <br /> without the requirement of Mr. Parkinson's testing of the ozone-affected groundwater in the BP site's <br /> wells). Stratus discussed with SCJEHD some instances in which RWQCB has previously allowed pilot- . <br /> scale testing without bench-scale testing. The group agreed that Stratus would prepare a Work Plan for <br /> Pilot-Scale 03IH2O2 Injection Test, which will include a detailed monitoring program and contingency <br /> plan to identify and address any adverse geochemical changes to groundwater that could be attributed to <br /> the injection of oxidizing agents as testing progresses.
