Second Street, Ripon) — <br /> in Closure Process. The EHD has reviewed a just-received evaluation of residual soil <br /> contaminant concentrations that exceed the Environmental Screening Levels (ESLs) <br /> 3 established by the San Francisco Bay Regional Water Quality Control Board for direct <br /> contact and gross contamination. The evaluation demonstrated that these contaminant <br /> concentrations do not pose a significant risk or hazard to human health, therefore the EHD <br /> is initiating the formal closure process. <br /> CUF Claim No. 4423 (former Earthgrains site, 1717 S. Center Street, Stockton) — in Final <br /> Closure Process. The CCS is in preparation and will be submitted to the CVRWQCB as <br /> part of the 30-day notification requirement; monitoring wells need to be destroyed; and the <br /> E certificates for IDW disposal must be received. <br /> i <br /> CUF Claim No. 8431 (Ripon Farm Service, 932 S. Hwy 99, Ripon) — in Final Closure <br /> Process. Monitoring wells await destruction and certificates for disposal of IDW must be <br /> submitted to the EHD. <br /> CUF Claim No. 8753 (former Arc Pump and Welding, 1211 S. Center Street; Stockton) —in <br /> j Closure Process. A no-further-action-request (NEAR) has been submitted and review is <br /> pending. The EHD anticipates initiation of the formal closure process upon review of the <br /> document. Assuming the report is adequate and favorable, EHD closure documents must <br /> be prepared, notifications made, monitoring wells destroyed and certificates for disposal of <br /> IDW must be received. <br /> CUF Claim No. 11775 (former Vogue Cleaners, 2315 N. California Street, Stockton) in <br /> Final Closure Process. Monitoring wells have been destroyed and the EHD is awaiting the <br /> certificates for disposal of IDW to close the site. <br /> CUF Claim No. 13850 (former Scotty's; 574 Grant Line Road, Tracy) -- in Final Closure <br /> Process. Awaiting receipt of certificates for disposal of IDW and a closure letter will be <br /> issued immediately following receipt of the certificates. <br /> CUF Claim No. 14558 (Tracy Marine, 2353 Toste Road, Tracy) — Report Needed. The <br /> EHD has a directive letter in preparation for submittal of a closure summary report to start <br /> the closure process. <br /> CUF Claim No. 16139 (Fast and Easy; 244 W. Harding Way, Stockton) — in Final Closure <br /> Process. The EHD has approved the well destruction plan; the wells must be destroyed; <br /> and the certificates for disposal of IDW received prior to closing the site. <br /> CUF Claim No. 17179 (the Customer Store, 15 E. Grant Line Road, Tracy) — Report <br /> Needed. Total petroleum hydrocarbons quantified as gasoline (TPHg) concentrations in soil <br /> gas samples exceeded the Environmental Screening Levels (ESL) of 29,000 micrograms <br /> per cubic meter (pg/M3) by concentrations as high as 3,700,000 lag/M3. The EHD had <br /> directed that the risk and hazard posed by the high TPHg concentrations in soil gas be <br /> addressed before closing the site. The EHD received an evaluation that did not address the <br /> high TPHg concentration except to note that there was no California Health Hazard <br /> Screening Level (CHHSL) established for TPHg. While that may be true, the EHD considers <br /> the potential hazard posed by the high TPHg concentrations to be an issue that must still be <br /> addressed prior to initiating the site closure process. Therefore, an additional report is <br /> needed. <br /> The EHD comments on the 20 new sites elevated to the EHD Director's attention are as follows <br /> (except for CUF Claims Nos. 1026 and 16908 for reasons noted above): <br /> CUF Claim No. 367 (former Langston Arco or Market, 15615 S Seventh Street, Lathrop) — <br /> in Closure Process.
