Mr. Robert Trommer Page 4 of 5
Comments on CUF Site Closure Recommendations December 15, 2011
notifications of impending site closure. Monitoring wells must still be destroyed and
certificates of disposal of IDW must be received prior to issuance of a closure letter.
CUF Claim No. 8109 (Cherokee Trucking, 3535 Cherokee Road, Stockton) — Report
Needed. The EHD has directed preparation of a no-further-action-request report and will
t review it when it has been submitted. If the report is favorable and adequate, the EHD will
initiate the closure process. Monitoring wells must still be destroyed and certificates of
disposal of IDW must be received prior to issuance of a closure letter.
s
CUF Claim No. 10841 (former Den's Auto, 308 S. EI Dorado Street, Stockton) — Report
Needed. In view of the CUF closure recommendation, the EHD has directed preparation
and submittal of a human health risk assessment, a vapor intrusion evaluation, water well
sampling, an estimate of the time required to achieve water quality objectives (WQOs), and
a reduction of monitoring well sampling. The report of findings should be submitted in an
NFAR report, if appropriate. The EHD will carefully review the report and initiate the closure
s process as warranted.
CUF Claim No. 12228 (former Curtiss Pontiac, 2450 Taste Road, Tracy) -- Report Needed.
An NFAR report is in preparation. Upon receipt and review of the report, if favorable and
adequate, the EHD will initiate the closure process.
CUF Claim No. 12858 (Five-Star Marina, 345 W. Yosemite Avenue, Stockton) — in Final
Closure Process. The. notification of pending site closure has been issued to the
CVRWQCB. Upon completing of the notification period, the monitoring wells must be
j destroyed and certificates of disposal for the IDW must be submitted to the EHD so the
closure letter can be issued.
CUF Claim No. 13578 (Flame Liquor, 1301 W. Kettleman Lane, Lodi) — in Final Closure
Process. Permits have been issued for the monitoring well destructions. Certificates of
disposal for the IDW will be needed prior to issuing the closure letter.
CUF Claim No. 13729 (former Thrifty Oil, 1250 N. Wilson Way, Stockton) — in Final
Closure Process. The 30-day closure notification has been sent to the CVRWQCB.
Monitoring wells must still be destroyed and certificates of disposal of IDW must be received
by the EHD prior to issuing the closure letter.
CUF Claim No. 13849 (super Stop Mart, 290 Main Street, Manteca) — in Final Closure
Process. The 30-day closure notification has been sent to the CVRWQCB. Monitoring wells
must still be destroyed and certificates of disposal of IDW must be received prior to issuance
of a closure letter.
CUF Claim No. 14167 (Navarra Property, 7500 W. Eleventh Street, Tracy) — Report
Needed. The EHD directed preparation of an NFAR that pulled together all current data to
assure that all issues have been addressed. The consultant is declining to prepare the
report, indicating that the information has already been presented in various reports. The
EHD will pull the information together as time permits.
CUF Claim No. 15783 (AM/PM, 3250 W. Hammer Lane, Stockton) — Report Needed. By
letter dated 25 May 2011, the EHD had responded to the draft annual five-year review letter
dated 18 April 2011, in which the CUF recommended consideration of site closure after
pushing for groundwater remediation the previous three years. An ozone injection system
was ready to go online at that time, so the EHD requested that the Five-Year Review
committee reconsider the closure recommendation pending the results of at least the ozone
injection pilot test. The Five-Year Review committee did riot respond directly to the EHD, but
had apparently decided to continue with site closure as evidenced by the unmodified 18
April 2011 letter being uploaded to GeoTracker on 2.0 June 2011. As the CUF Five-Year
Review committee has decided the site should be closed, the EHD will direct preparation of
an NFAR that includes the results of the ozone injection pilot test.
