Kirk Larson, PG, and Robert Trommer, CHG
State Water Resources Control Board
Division of Financial Assistance
1001 1 Street
Sacramento CA 95814 CUF Claim No. 15738
Subject: 3250 Hammer Way W, Stockton, CA,
April 2011 Five-Year Review Letter Recommendations
San Joaquin County Environmental 'Health Department (EHD) has received and reviewed the
five-year review letter dated 18 April 2011 from Kirk Larson of the State Water Quality Control
Board (SWQCB) Cleanup Fund (CUF) for above referenced site. The CUF recommended that
the EHD consider the site for closure..
The CUF recommendations for 2008, 2009 and 2010 were for implementation of groundwater
remediation, which the EHD had been directing. By letter dated 21 July 2010, the EHD
approved a work plan for installation of four injection wells for a 90-day ozone injection pilot test.
The wells were installed.in early March 2011, parts for the ozone injection system were ordered
and installed in mid-May 2011, and initiation of the pilot test is scheduled for June 1, 2011.
As so much effort has been expended to prepare for the 90-day pilot test, the EHD recommends
that the CUF refrain from issuing the site closure recommendation to permit the pilot test to
proceed. While contaminant concentrations have declined over the last ten years, there has
been shifting of the plume from MW-3 to MW-2 in 2006 and 2007, and down-gradient MW-5
became impacted in late 2006. While the maximum benefit from the remediation system would
have been achieved some years ago, since the system is now ready to go, the EHD believes
some benefit can be obtained by at least conducting the pilot test and evaluating the results.
Questions or comments should be directed to Vicki McCartney at (209) 468-9852 or to.
