1
1/6100 Pull permit for replacement of monitoring device with San Joaquin County.
1124/00 Premium tank shut down with L-2 (plus) and L-3 (premium) alarms on TLS-350.
' Fifty gallons of water removed from plus and premium turbine sumps and placed in
drum. Cleared alarms and returned to service.
' 212/00 TLS-350 system inspected by San Joaquin County and demonstrated to be
working properly.
' 2/25100 Replace all lights on TLS-350 monitor. Tested and placed in service.
4/14/00 High and low variance in tank monitor readings. Unleaded probe cleaned and re-
installed.
1
Review of these records indicates that the UST system on site was monitored by a Leak Alert
' system from at least December 1992 to July 1996. A Veeder-Root TLS-350 system was installed
in July 1996 and has remained in service since that time. All documented tank shut downs and
' alarms have been as a result of water in the turbine sumps or defective sensors. Water was
typically found to have entered the sumps during rainy winter months. Water removed from the
' sumps was placed into 55-gallon drums for offsite disposal. Representatives of San Joaquin
County were only reported on site in January 2000 to observe monitoring system testing. Small
releases from hosing within the dispensers appear to have been cleaned up with absorbent pads.
Hoses and nozzles on dispensers were replaced to meet APCD standards in 1992 and 1993,
respectively.
1
4.2 UST System Inspection
The purpose of the UST system inspection was to perform the following tasks:
t • Check all monitoring equipment, including all sensors, and line leak detectors;
• Check spill containment boxes for the presence or indication of spills;
' • Check dispenser pans;
• Check turbine sumps for the presence of product, corrosion, or indications of product
' releases; and
• Check overfills prevention devices for functionality.
Mr. David Oliver of ATC and Mr. Dennis Tweetie of Elite IV visited the site on May 23, 2000 to
perform a UST system inspection. Ms. Carol Oz and Mr. Michael Kith of San Joaquin County
' were also on site to observe the inspection. Results of the inspection indicated that all audio and
visual warnings on the TLS-350 system worked properly.
