4.0 UST RECORDS REVIEW AND UST SYSTEM INSPECTION <br /> 4.1 Review UST Records <br /> ' Maintenance for the Quik Stop gas station located at 3555 West Hammer Lane, Stockton, <br /> California is performed by Elite IV Contractors (Elite IV) of Stockton. Mr. David Oliver, ATC <br /> Environmental Scientist, visited the Elite IV facility on May 15, 2000 to review maintenance <br /> ' records related to the site. Records were available from December 1992 to April 2000 in the <br /> form of dated service call sheets. Another company maintained the site USTs prior to 1992 and <br /> prior records were not available. The primary purpose of the file review was to identify the <br /> following: <br /> 1 <br /> • Annual monitoring system certification records; <br /> ' • Repair and maintenance records; <br /> • Records of any water pumped out of the tanks; and <br /> • Records of product or water removed from the sumps, spill containment boxes, and <br /> dispenser containment boxes. <br /> Many of the records reviewed included routine maintenance of systems unrelated to the USTs, <br /> monitors, or dispensers. There were also 99 records of replacement of de-coupled hoses due to <br /> automobile drive-offs in which the hoses had to be re-attached. Each drive off may have released <br /> as little as one pint of gasoline. The descriptions of the de-coupled hose repairs have not been <br /> included this report. The following list is an abbreviated version of the file records, and provides <br /> ' a description of applicable maintenance of the USTs, dispensers, and monitoring systems. <br /> ' 12/11/92 Replaced hose system on dispensers due to Air Pollution Control District (APCD) <br /> violation. <br /> 1/7/93 Water found in super unleaded turbine sump. Sensor raised 6". <br /> 7/23/93 Install new nozzles on all dispensers to comply with the APCD. <br /> 8/23/93 #2 dispenser inner hose replaced. <br /> 1015193 Test of Leak Alert sensors and monitors at turbine containments and annular <br /> spaces on channels 1-6. Test physical immersion. All passed. <br /> 11/12/93 Install leak alert AP-04 positive shut down. Bad sensor in premium unleaded tank <br /> f annular space replaced and tested.
