The parcel is located within 500 feet from the City of Ripon and is within the city's Sphere of Influence. <br /> Future connection to municipal sewer service may be required when sewer connection becomes <br /> available. <br /> Based on the review of the Study and the Addendum, and the above noted additional considerations, the use <br /> of a standard OWTS, including the augmentations of sawdust under the filter bed for the for the proposed 3- <br /> bedroom second dwelling, is approved. However, the OWTS shall be installed under a Special Permit to <br /> address the variance from the minimum density requirement of one dwelling unit per two acres, and shall be <br /> subject to the following conditions: <br /> A. A Special OWTS Permit is required. <br /> B. There are no permits or well log of the older existing well currently repurposed for irrigation. The seal <br /> depth and construction of the older well are unknown, and may act as a conduit for shallow nitrate <br /> contamination in groundwater to migrate to deeper zone being used for drinking water; therefore, the <br /> older well shall be destroyed under permit within one year from date of OWTS installation. (SJC Well <br /> Standards, Section 6.1) <br /> C. Annual operating permit is required. Fee for annual operating permit is due at time of OWTS permit <br /> application. <br /> D. To monitor the effectiveness of the alternative treatment system, quarterly sampling of the effluent and <br /> under leach field is required. The first sampling shall be done six (6) months after the OWTS <br /> installation. Sampling results shall be submitted to EHD for review. The EHD may reduce the <br /> sampling frequency after one year of sampling. <br /> E. If the alternative treatment system fails to achieve 50% reduction in total nitrogen when comparing <br /> effluent to under leach field, the following will be required: <br /> a. To monitor the potential for groundwater quality impact, an annual sampling of the onsite water <br /> well by a certified laboratory for Nitrate as Nitrogen is required. The analytical results of the <br /> sampling must be transmitted from the certified laboratory to the EHD by December 31St of <br /> each year (San Joaquin County OWTS Standards, Section 3.7.3). <br /> b. If the nitrate concentration continues to rise based on the above-mentioned annual well <br /> sampling, an NSF-approved supplemental treatment system, that performs additional <br /> wastewater treatment so that there is a 50 percent reduction in total nitrogen when comparing <br /> the influent to the effluent before discharge to the dispersal field, shall be installed under permit. <br /> (Regional Water Quality Control Boards OWTS Policy, Section 10.9.1). Plan shall be submitted <br /> to EHD for approval prior to permit issuance. Otherwise, connect to the city sewer if sewer <br /> service from the City of Ripon is available. <br /> F. At grade access lids to the septic tank shall be locked or otherwise secured at all times. (ibid. 5.6) <br /> G. The OWTS shall have an NSF/ANSI certified filter installed at the septic tank effluent discharge pipe. <br /> (ibid. Section 5.7) <br /> H. The OWTS shall be pumped on a regular basis as needed, or at least once every three years. (ibid. <br /> Section 1.12.2(a)) <br /> I. The filter bed shall be constructed as shallow as feasible, with the maximum total depth not to exceed <br /> 42". (ibid.
