5.0 REMEDIATION
5.1 Remedial Objectives
Remedial objectives are identified to provide direction in developing remedial actions neces-
sary to achieve the aforementioned goals Remedial objectives also serve as a baseline for
measunng achievement Soil-based and groundwater-based objectives are identified below
• Groundwater Within technical and economic constraints (1) aclueve
water quality goals, (2)prevent the use of, or exposure to, groundwater
within the compliance boundary until water quality goals are met, and
(3) protect groundwater outside the dissolved plume boundary
• Soil Within technical and econonuc constraints, reduce the threat posed to
groundwater by elevated hydrocarbon concentrations in soil and prevent
exposure to affected soil
The groundwater-based remedial objectives apply to groundwater beneath the site, and off
site - This assertion-is—based ori a comparison of groundwater'inalytical results from
Well MW-13 with data for all other_wells A coiiipanson of these results sh'o`ws aninnconsig="
tency in the expected fate and transport of petroleum hydrocarbons The inconsistency could
be due to lithology, petroleum hydrocarbon chemical characteristics, or an off-site source In
any case, to achieve the groundwater-based remedial objectives, an off-site source investiga-
tion is required and complete dissolved-hydrocarbon plume delineation is necessary
The soil-based objective applies to specific soil volumes that lie between approximately 15 and
45 feet bgs Laterally, residual soil impact appears to be restricted to the areas beneath the
former subsurface gasoline storage tanks Achievement of soil- and groundwater-based
remedial objectives will be subject to technical and economic constraints, therefore, modifica-
tions to soil and water quality goals (and associated remedial objectives) may be necessary
Remedial objective achievement will be evaluated through analysis of data resulting from
implementation of the recommended remedial alternative
5.2 Technology Identification and Screening
The general response actions necessary to achieve the remedial objectives are
3201337B/CAP AMD DOC 14 November 30, 1995
