Mr. Robert Mihalovic • - 3 - • 27 September 2004
annual sampling, Koppel should conduct the annual event in the third quarter, and the corresponding
Annual Report will be due by 1 November.
A review of the monitoring well network suggests that monitoring wells KP-7S and KP-7D are
redundant for water quality data at this time, since they contain low concentrations of nitrogen and other
monitoring wells are in close proximity. These wells should, however, continue to be monitored for
groundwater elevations.
These changes are incorporated into the draft Monitoring and Reporting Program which is attached for
your review and comment. Please provide your comments by 29 October 2004.
Summary
Koppel's commitment to maintaining a viable phytoremediation project is commendable. The
groundwater monitoring data show that phytoremediation is lowering nitrate-N concentrations from
1,000 mg/l in the test grove in 1999 to about 400 mg/l in the spring of 2004, and in other areas from
about 200 mg/1 to about 50 mg/l. The most striking evidence that it is the trees that are removing the
nitrogen is the increases seen in nitrate in groundwater corresponding with large losses in the tree
population.
By 29 October 2004, please provide the following:
• A schedule to provide a cleanup plan for soil west of the warehouse;
• Comments on the draft Monitoring and Reporting Program.
By 1 December 2004,provide a work plan and schedule to install a monitoring well north of the Koppel
site.
If you have any questions, you may contact me by phone at (916) 464-4680, by email at
terrela@r.swrcb.ca.gov or by regular mail at the address on the letterhead.
Y
AMY TERRELL
Private Sites Cleanup Unit
Enclosures (2)
cc: Mr. Michael Infuma, San Joaquin County Public Health Services, Stockton .
Mr. Sheldon Nelson, ChevronTexaco ETC, San Ramon
Mr. Kirk O'Reilly, Chevron Research and Technology Division, Richmond
Mr. Dan Munzer, Munco Inc., Long Beach
Mr. Ken Laconde, SCS Engineers, Long Beach
Mr. Ozzie Morris, Cargill Fertilizer Inc., Riverview, FL
Ms. Karen Baril, Cargill Fertilizer Inc., Minneapolis, MN
Mr. Greg Jason, Cargill Inc., Wayzata, MN
Mr. Karl Morthole, Morthole and Zeppetello, San Francisco
Ms. Leah Goldberg, Hanson Bridgett, San Francisco
Ms. Rita Koehnes, Port of Stockton, Stockton
Mr. Mick Hardin,Burlinginton Northern Santa Fe Railroad, San Bernardino
Ms. Alexa Stamets, CH2M Hill, Oakland
Mr. Gerald Vogt, CH2M Hill, Redding
