This letter <br /> summarizes our discussion and provides a response to the 24 August 1998 letter from CH2M Hill. <br /> Groundwater Monitoring <br /> The Second Quarter 1998 monitoring report does not specifically state that any samples were filtered in <br /> the field. Mr. Vogt believes that they were. Future quarterly monitoring reports should clearly state <br /> whether field filtering occurred. Because I am somewhat concerned that field filtering and/or sample <br /> collection with a pump may allow some volatilization of ammonia, I plan to collect split samples during <br /> the third quarterly groundwater monitoring event. <br /> In order to better define the extent of the plume at the north end of the facility,the Koppel Stockton <br /> Terminal Group needs to add another monitoring well to the quarterly sampling program. This existing <br /> well is currently designated MW-2, and is located at the Westways Animal Feed Facility at 2130 West <br /> Washington Street, Stockton. Unocal Corporation, on behalf of Westways, has recently been issued a <br /> conditional"no further action" letter by the Board. The conditions include allowing the Koppel Group <br /> access to monitor and maintain MW-2. Please contact Mr. Nick Nickerson of Unocal at(925) 944-3787 <br /> to make arrangements to takeover responsibility for this well. Monitoring of this well should begin <br /> with the third quarter 1998. <br /> Soil Denitrification <br /> I understand that you are still considering adding organic amendments to the soil as a form of in-situ <br /> bioremediation. However, I am concerned about the increased ammonia found in the downgradient <br /> piezometer at Test Plot C last winter. If the Remedial Actions Alternatives Report(to be submitted in <br /> May 1999) includes in-situ bioremediaton,then please be sure to include a discussion of how you will <br /> prevent excessive movement of contaminants from the soil to the groundwater. <br /> Poplar Grove <br /> The results from the June 1998 baseline soil sampling will be included in the Third Quarter 1998 <br /> monitoring report.
