The work plan is approved with the following conditions: <br /> 1. The groundwater beneath the northern part of the site has extremely high concentrations of nitrate <br /> and ammonia, and the extent of the plume needs to be determined. Therefore, an additional <br /> groundwater monitoring well is needed near former Geoprobe location Number 1 but on the west <br /> side of the railroad tracks. As I stated in my 9 September 1998 letter, an existing monitoring well <br /> (MW-2) on the Westways/Unocal property could be used or you could construct a new monitoring <br /> well. Please let me know by 9 October 1998 whether you wish to use the existing well or <br /> construct a new one during the October 1998 field work. If a new well is to be drilled, then the <br /> 9 October notification is to include an updated figure containing all the proposed monitoring well <br /> locations. <br /> 2. As stated in Monitoring and Reporting Program (MRP) No. 97-805, all new wells shall be <br /> monitored in accordance with the MRP. There is no need to collect samples from the seven new <br /> wells soon after they are installed and then again during the fourth quarter 1998 groundwater <br /> monitoring event. Instead, the new wells should be installed in October and then sampled as part of <br /> the site-wide fourth quarter monitoring process. <br /> 3. As discussed in my 30 September 1998 letter, it is not necessary to field filter the groundwater <br /> samples. <br /> 4. The request to reduce the monitoring frequency for some of the wells will not be considered at this <br /> time. In order to gain a complete understanding of the characteristics of the groundwater plumes) <br /> beneath the site, all existing and new wells are to be monitored per the MRP for at least the next <br /> year. Once there is sufficient site-wide data, Koppel may reopen this discussion. <br /> 5.
