My conditional approval letter of 5 October 1998 stated that an <br /> additional groundwater monitoring well is needed to define the northwestern extent of the plume. I <br /> stated that Koppel could choose either to use an existing monitoring well (MW-2) on the <br /> Westways/Unocal property (as fust referenced in my 9 September 1998 letter) or to install a new <br /> monitoring well. <br /> Koppel responded that it would agree to monitor the Westways/Unocal well MW-2 for two quarters and <br /> then re-evaluate the data. Although my 9 September letter stated that Koppel should contact Unocal to <br /> make arrangements to take over the well, Koppel did not do so. Therefore, I recently discussed Koppel's <br /> proposal with Mr. Nick Nickerson of Unocal. Mr. Nickerson is decommissioning the other Westways <br /> monitoring wells this month and is not willing to accept the expense of remobilizing to decommission <br /> well MW-2 should Koppel decide not to use it after two quarters of monitoring. Unocal has denied <br /> permission for Koppel to monitor the Westways well MW-2 and will decommission it shortly.. <br /> Last year's Geoprobe investigation recorded extremely high levels of nitrate (985 mg/l, as nitrogen) and <br /> ammonia (580 mg/1) in the northern portion of the Koppel property. The currently proposed off-site <br /> monitoring wells are not located such that the northwestern extent of this plume can be determined. <br /> Therefore, Koppel is to install one additional off-site monitoring well near former Geoprobe location <br /> Number 1 but on the west side of the railroad tracks. This well is to be installed this fall, in conjunction <br /> with the other monitoring well installations. <br /> In a related matter, I understand that Koppel has not yet been granted access by either of the two adjacent <br /> landowners. I appreciate Mr. Brian Roberts' efforts to inform me of the status of the negotiations and <br /> ask that I continue to receive bi-weekly progress reports.
