Austin, P.E. <br /> Site Cleanup Program Manager <br /> FROM: Amy Terrell, P.E. <br /> Gerald Djuth, C.E.G <br /> DATE: 30 May 2014 <br /> SUBJECT: RATIONALE FOR CONSIDERING NO FURTHER ACTION ON STORMWATER <br /> POND PARCEL APN 145-090-48, KOPPEL STOCKTON TERMINAL, <br /> 2025 WEST HAZELTON AVE., STOCKTON, SAN JOAQUIN COUNTY <br /> Rationale: The October 2013 Request for No Further Action for Portions of the Koppel <br /> Stockton Terminal prepared by CH2M Hill recommends that the Central Valley Water Board <br /> grant no further action status to 3 of the 4 parcels that comprise the Koppel Stockton <br /> Terminal. Since 2000, all parcels have undergone phytoremediation to remove nitrate and <br /> ammonium from soil and groundwater. The 1.8 acre stormwater parcel (APN 145-090-48), <br /> shown in Figure 1, is the only parcel that meets the closure criteria at this time. The nitrogen <br /> concentration in soil is 98 mg/kg, which is below the cleanup goal of 200 mg/kg for nitrate-N <br /> plus ammonium. Nitrate is not detected in groundwater, and ammonium has declined to 1.4 <br /> mg/L, which is below the cleanup goal of 1.5 mg/L, as shown on Figure 2. <br /> The other two parcels recommended for no further action, however, do not yet meet the <br /> criteria for no further action due to elevated concentrations of nitrate and ammonium <br /> remaining in groundwater. While the soil on these two parcels is near the cleanup goal of <br /> 200 mg/kg nitrogen, groundwater beneath the parcels contains up to 300 mg/L nitrate as <br /> nitrogen and up to 20 mg/L ammonium. <br /> Issues: This 1.8 acre parcel is one parcel of several that comprise the 11.3 acre Koppel <br /> Stockton Terminal. This is the only parcel that is under consideration for no further action <br /> status at this time. The stormwater pond parcel is illustrated on attached Figure 1. <br /> Monitoring wells KP-4 and KP-4D have been destroyed, and monitoring well TG-5 will <br /> remain to evaluate remediation progress on the remaining parcels. <br /> Setting: The stormwater pond parcel is in the southeast portion of the Koppel Stockton <br /> Terminal, which is in an industrial area near the Port of Stockton. To the south and east, the <br /> site is bounded by active railroad lines, with industrial uses further to the south and west, by <br /> industrial uses to the north, and by residential uses to the northeast and east. <br /> Source: The source of the nitrate and ammonium pollution was historical operation of fertilizer <br /> handling and packaging facilities at the warehouse terminal and bagging plant. <br /> KARL E.
