Soils at the facility were sampled in 1995 and 1996; the extent of the <br /> nitrogen contamination is fairly well defined. I met with your consultant in January, and was <br /> informed that the Koppel Stockton Terminal Group wished to move ahead with a plan to remediate <br /> the soil, and that Chevron was conducting bench tests to determine if bioremediation was a feasible <br /> option. However, I have not received a workplan for soil remediation. <br /> Therefore, by 1 August 1997 please submit a feasibility study for soil remediation at the facility. <br /> The study should evaluate the available alternatives as to whether they are technically and <br /> economically feasible to remediate the soil to the cleanup level of 200 mg/kg total nitrogen. In <br /> addition, the study should state the proposed remedial alternative, and give a proposed timeline for <br /> implementation. Please note that the Board's definitions of "technical and economic feasibility" are <br /> found in Resolution 92-49, a copy of which is enclosed.
