Ocean Blvd, Suite 501 <br /> Long Beach, CA 90802 <br /> KOPPEL STOCKTON TERMINAL: REQUEST FOR FURTHER INVESTIGATION <br /> Thank you for granting staff access to collect soil and water samples from Munco's Koppel Stockton <br /> Terminal on West Hazelton Avenue in Stockton. For your information, I have enclosed a <br /> memorandum describing the sampling process and the analytical results. <br /> Soils at the facility contained a wide range of total nitrogen concentrations (the sum of the nitrate-N <br /> and ammonia-N values). Soils on the western side of the warehouse appear to have been impacted <br /> by spills during loading and unloading activities; total nitrogen values of over 6,000 ppm were <br /> found in this area. However, the ditch on the eastern side of the warehouse appears fairly clean as <br /> only 107 ppm total nitrogen was detected. As noted in the memo, two samples were collected from <br /> material apparently spilling out of the warehouse doors. Total nitrogen concentrations for this <br /> material was also high, ranging from 5,700 ppm to 8,500 ppm total nitrogen. <br /> Due to the high groundwater elevation in the area (about 15 feet below ground surface), staff <br /> continue to feel that any total nitrogen concentration in soil over 200 ppm has the potential to impact <br /> groundwater. Soils on the western side of the warehouse contain highly elevated levels of nitrogen, <br /> and therefore, a complete site investigation will be required. <br /> Your 21 February letter states that Munco should not be responsible for completing the assessment <br /> and remediation because Munco's activities did not cause the nitrogen discharges. We are willing to <br /> consider naming the former owners and operators of the site, in addition to Munco, as responsible <br /> parties. In order to do this we ask that you supply the following: <br /> 1. The date which Munco acquired the property. <br /> 2. The activities for which Munco has used the property. <br /> 3. Any information you have regarding the names, addresses, and contact persons for the prior <br /> owners and operators. <br /> Please supply the above information by 25 April 1995. Staff will then request the known <br /> responsible parties to complete the site assessment. Pursuant to Water Code Section 13304, the <br /> parties will also be responsible for reimbursing the Board for the cost of staff oversight. <br /> I <br />
