The Study only presented the estimated cost of the method ATC recommended to
use, which was groundwater extraction with biological augmentation and reinjection. To
properly evaluate the cost effectiveness of the recommended technology, the cost estimates
for the other reviewed technologies must be provided in the study. Please be advised that
the recommended technology will most likely require significant testing to complete the
permitting process with the Regional Water Quality Control Board (RWQCB).
ATC states that the recommended technology has been used at several sites in the Valley.
Please provide the names and addresses of the sites that ATC is aware of where this
remedial technology has been successfully used, including the name and contact information
of the regulatory personal overseeing the investigation.
Please proceed with submittal of an addendum to the Study which presents cost evaluations
of all remedial technologies discussed in the study. In addition, if the estimated cost for the
recommended technology did not include costs for waste discharge and/or injection permits
that will be required from the RWQCB, and any associated testing, please revise the cost
estimate for that method. All requested information and the addendum are due for submittal
to the EHD no later than October 31, 2008:
If you have any questions please call Lori Duncan at (209) 468-0337.
Sincerely, p
Lori Duncan, REHS Nuel C.
