SINGH & DALWINDER DHOOT MAY 3 1 2005
1.5600 S HARLAN ROAD
LATHROP CA 95330
RE: Joe's Place SITE CODE: 231585
15600 Harlan Road
Lathrop, Ca
San Joaquin County Environmental Health Department(EHD) has reviewed the
"Interim Remedial Action Plan-Revised Plan" (Plan) dated May 2, 2005, prepared
by SECOR for the above referenced site. The Plan is work to evaluate the
feasibility of groundwater extraction as an interim remedial action. It proposes
conducting step drawdown and constant rate pump tests in MW-2, MW-3 and
MWO-1X and submitting a report of the work. This work is approved.
It is the recommendation of EHD that the pump test on at least one of the wells
be extended to several days. If the test is extended, more samples should be
collected for analysis so that contaminant concentration trends can be better
evaluated. EHD also recommends that water level recoveries in the pumping
wells be recorded and analyzed as a backup method for determining aquifer
characteristics.
The plan states that MW-1, MW6, MW-0 , and MW-01 can be monitored during
the constant rate pump tests in MW-2 and MW-3. The distances from MW-2
and MW-3 to MW-1, MW6, MW-03, and MW-01 range from 80 feet to 580 feet.
The pump test conducted on MW7 showed little draw down on MWA (80 feet
away) or MW-3 (125 feet away). Monitoring'MW-1, MW6, MW-03, and MW-01
during the constant rate pump tests in MW-2 and MW-3 may not provide useful
information.
On January 31, 2005, EHD approved a work plan submitted by Stratus
Environmental for the installation of two off-site shallow screened monitoring
wells, one on-site shallow screened monitoring well, and one off-site deeper
screened monitoring well with conditions. This work has not been completed to
date. This work is to be completed prior to August 1, 2005. If MW 9 and MW 10
are installed prior to the pomp tests, they may provide better monitoring points
for the pump test to be conducted on MW3.
