I YECORD OF MEETING
' LUIiT Site: 15600 S.Harlan Road,Joe's Truck Plaza
Attended by: Margaret Lagorio,San Joaquin County EHD
Jim Barton,RWQCB-CVR
Gowri Ifowtha,P.E.,Stratus Environmental
Sarah Salcedo,P.G., Stratus Environmental
Location: RWQC13 Office,Sun Center Drive,Sacramento,CA
Date/Time: August 2,2007- 10:00 AM to 11:30 AM
Meeting Overview:
✓ Stratus provided a PowerPoint presentation and most recent quarterly figures to Group.
✓ S. Salcedo provided an overview of site property, geology, hydrogeology, and groundwater assessment.
I
✓ Group discussed recent quarterly data for newly installed B and-C zone wells.. Agreed that additional quarters of
monitoring are needed before decisions regarding additional assessment are made.
Group agreed that survey of entire site is needed(new wells and site features are changing)
G. Kowtha provided brief overview of pilot testing and remediation proposals over the past several years and
explained Stratus had conducted a cost-evaluation of six remedial alternatives.
Stratus presented monitored natural attenuation(MNA)as viable option, since MTBE is only COC and is now only
about 200 ug/1 maximum. SJC/RWQC13 indicated that MNA was probably not viable and:suggested groundwater
extraction.
i
Group discussed,in detail, groundwater extraction and treatment and agreed that this is likely the 'most viable option
for the site. Stratus explained that City of Lathrop and City of Manteca have preliminarily agreed to take low(I to
5 gpm) of treated water, and that we can use the sewer capacity currently allotted to (but not yet used by) the new
hotel.
i
J. Barton stated that Stratus should be able to get a NPDES under general order for petroleum hydrocarbons. He
will check with NPDES group and get back to Stratus. J. Barton followed up with Stratus after the meeting and
stated that a permit would take only about_1 month after submittal of complete application
i
Stratus explained with low-:flow groundwater extraction, there is a probability that plume will be split.
Implementation of some combination of:remedial alternatives to address offsite portions of plume(ozone, oxygen)
was discussed.
Group also discussed low risk closure or risk-based closure. SJC/RWQCB stated that site-specific risk-based
closure levels would not likely be allowed. SJC/RWQCB stated that no soil gas survey was needed now(but maybe
for future closure). M. Lagorio requested Stratus review ESLs and indicated that she thinks current groundwater I
conditions may pass ESLs.
+ It was agreed:
o Stratus will prepare and submit a Site Conceptual Model
o Stratus will prepare and submit a Final Remediation Plan (which will include the feasibility study i
evaluation results and cost-effectiveness evaluation)
I
F
