<br /> SanJoaquinCounty Environmental Health Department(EHD)has reviewed our file for the above
<br /> referenced site. On January 31, 2005, EHD approved a work plan elated January 5,2005,
<br /> prepared by Stratus Environmental that proposed installation of two off-:site shallow screened
<br /> monitoring wells,one on-site shallow screened monitoring well,one off-site deeper screened
<br /> monitoring well and evaluation of remedial options. On March 16,2005, EHD did not approve an
<br /> Interim Remedial Action Plan dated February 2,2005, prepared by Stratus and required a work
<br /> plan for an extended pumping test using MW2, MW3 and MING-IX be submitted to EHD by May
<br /> 2 2005.
<br /> On May 31,2005,EHD approved a workplan dated May2,2005,prepared by SECQR that
<br /> proposed step draw down and constant rate pump tests in MW2, MW3 and MWO-1X. In the May
<br /> 31,2005,EHD letter,you were also directed to complete the work approved in the Stratus
<br /> January 5,2005,work plan by August 1,2005.
<br /> The four monitoring wells were not installed until September 22,:2005 and the pump tests were
<br /> not conducted until December 14,2005. To date a report of this work has not been submitted to
<br /> EHD or placed on Geotracker,the State Water Resources Control Board database system as
<br /> required by the California Code of Regulations,Title 2 ,Section 3890. Also,the Fourth Quarter
<br /> 2005 report and analytical data have not been placed on Geotracker
<br /> A report of the work performed in September and December 20015 is to be submitted to EHD and
<br /> all data and reports are to be placed on Geotracker by June 28,2006. If submittal to Geotracker
<br /> and EHD is not completed by June 2006,you will not be in compliance with EHD directives
<br /> and reimbursement for corrective action costs by the State Water Resources Control Board
<br /> Cleanup Fund may be jeopardized. In addition, please be advised that the Cleanup Fund may no
<br /> lunger exist after December 31,2010. It normally takes several years to complete the
<br /> investigation, remediation and post monitoring necessary to get a site to the status that further
<br /> action is not required;so expediting;cleanup at your site is in your best'`interest.
