Margaret-lagorio CEHI --
From: Jim Barton Ubarton a@waterboards.ca.gov]
Sent: Wednesday, December 17, 2008 10:25 AM
To; Margaret Lagorio[EH]; James Munch
Subject: Re 15600 Harlan
Hi Margaret,
Jim Munch reviewed the letters, and'we have ,the following comments for items that we think
need to be addressed prior to closure in an environmental screening level assessment and
closure request document:
1} . Test soil gas and compare soil vapor for vapor intrusion to ESLs; and compare soil
results to dermal contact ESLs (unrestricted use since the MTBE plume is under the
residential neighborhood at depths where worker contact is possible) . If ESLs are
exceeded, then a risk assessment needs to be completed. ,
2) State that since additional investigation under I-5 will be difficult due to access,
allow them to attempt a fate and transport model (Bioscreen, a freeware USEPA model, was
used for 3011 Ben Holt) to show how far the MTBE- will travel and when the plume will reach
WQGs. Should also use the model for the plume under the neighborhood, to show when it
will reach WQGs.
3) Continue groundwater monitoring until document(s) ` are submitted and review(s) is (are)
completed.
Can you think of anything else, Jim? Thanks.
Jim Barton
James L.L.
