Harlan Road 5300 Penny Lane <br /> Lathrop, CA 95330 Pleasanton, CA 94588 <br /> Subject Joe's Place Site Code: 231585 <br /> 15600 Harlan;Road <br /> Lathrop, CA. <br /> The San.Joaquin County Environmental Health Department (EHD) has reviewed the "Quarterly <br /> Groundwater Monitoring Report, Third Quarter 2008 (Report) dated October 28, 2008, <br /> prepared by Stratus Environmental, Inc. (Stratus) for the above subject site and provides the <br /> following comments. <br /> The Report discusses that off-site monitoring wells MW-13A/B and MW-13C were located on <br /> August 12, 2008, and were sampled on September 25, 2008. MTBE was detected in the water <br /> sample from monitoring well MW-13A/Bat 130 micrograms per liter (ug/1). The concentrations <br /> of MTBE in the water samples from this well have increased since the well was first sampled in <br /> March 2007. The concentration of MTBE in the water sample from on-site monitoring well <br /> MWO-1X was also 130 ug/I and the samples from that well have been 100 ug/I or higher since <br /> December 2007. Although, the current concentrations of MTBE in the water samples from <br /> MWO-1X are lower than the concentrations found in the water samples when it was installed in <br /> February 2002 (570 ug/1), allowing the contamination to continue to migrate off-site is not <br /> acceptable. <br /> On August 2, 2007, Jim Barton from the Central Valley Regional Water Quality Control Board <br /> and.Margaret Lagorio from the EHD met with Sarah Salcedo and Gowri Kowtha from Stratus. <br /> At the meeting it was discussed that remediation by natural attenuation was probably not viable <br /> and that groundwater extraction and treatment may be the most viable option for the site. At. <br /> the August 2007 meeting it was agreed that Stratus would prepare and submit a Site <br /> Conceptual Model for the site as well as a Final Remediation Plan and to date neither of these <br /> documents have been submitted to the EHD. If continuous remedial action is not cost effective <br /> then evaluation of shorter term remedial actions should be considered. <br /> in a Stratus letter dated July 3, 2008, it was proposed that Stratus would submit a wont plan to <br /> evaluate soil vapor migration and the EHD approved of this proposal on August 19, 2008, A <br /> work plan for a soil vapor investigation has not been submitted to the EHD to date. <br />
