Mar aret La orio EH
From: Margaret Lagorio[EH]
Sent: Wednesday,July 09, 2008 9:56 AM
To: 'ssaicedo a@stratusinc.net'
Subject: FW: 15600 Harlan Rd., Lathrop
Sarah,
I received your letter yesterday but won't have time to respond in writing for a week or
more. This is the E-mail response I provided to Kirk Larson when I received his
Preliminary report and his E-mail back to me that he would review my comments and make
corrections. It appears he did not do that. Mr. Dhoot must realize that the Cleanup Fund
does not provide closure letters and that Environmental Health is the lead agency who must
obtain concurrence from the Regional Board prior to closure. The contamination is not
defined especially since monitoring well 13A/B and 13C have not been located and sampled.
You certainly can submit a work plan to evaluate soil vapor issues because if there are
any, they need to be addressed as soon as possible. I haven't had a chance to review the
soil data but any where there is residual soil contamination must be investigated as well
as groundwater moving beneath buildings and residences. In addition, monitoring wells
13A/B and 13C must be found and sampled if possible and if they are no longer useful
destroyed-. That is a county ordinance requirement and referral to the District Attorney
will be made it the wells are not located. If the wells can no longer be used, they must
be replaced. We need this information to see if the plume is laterally and vertically
defined. You have not submitted the Site Conceptual Model that you committed to at the
meeting at the Regional Board on August 2, 2007. This should be: submitted to justify any
work proposed in a work plan.
Margaret Lagorio, REBS
Program Coordinator Unit IV
600 E. Main Street
Stockton, CA 95202
(209) 468-3449
- Original Message-----
From: Kirk Larson [mailto:ktlarson@waterboards.ca_gov]
Sent Thursday, May 01, 2008 4:28 PM
To: Margaret Lagorio [EH]
Cc: Nuel Henderson [EH] , Bob Trommer; Jim Barton
Subject: Re: 15600 Harlan Rd. , Lathrop
Thank you Margaret: I'll be sure to make those corrections. I'm working at home today
but will review your comments in detail tomorrow and respond asap. Thank you. Kirk
Kirk T. Larson, P.G.
Five Year Review Unit
Division of Financial Assistance
1001- I Street
Sacramento, CA 95814
(916) 341-5663
ktlarson@waterboards.ca.gov
>>> "Margaret Lagorio [EH] " <MLagorio@sjcehd.com> 05/01/08 2:35 PM >>>
Kirk,
The case information for this site on your review is not correct.
February 23, 1998 a 12,000 gallon diesel UST was removed. October 9,
1998 three gas UST's were removed, a 6000 gallon, a 8000 gallon., and. a 10,000 gallon.
There are some active diesel AS'T's at the site but I dont recall the number or size.
There are 3 active gas UST's, a 4000 gallon, a 10,000 gallon and a 12,000 gallon.
The groundwater flow was intially predominantly northeast and has recently been northwest.
The contamination has spread over the entire
3.77 acre Storage Pro site to the north of the site. Last year monitoring wells were
installed further northeast, north and northwest (MW13AB, MW13C) . A "'C,' zone well (MW12C)
I
