OCT 26 1998
6ETTLER - RYAN INC.
EXECUTIVE SUMMARY
Underground Storage Tank Removal and Potential Excavation of
Petroleum Hydrocarbon-Impacted Soil
Tosco 76 Branded Facility No. 11195
16500 South Interstate 5
Lathrop, California
Beginning in November 1998, Tosco Marketing Company (Tosco) will remove three underground storage
tanks (USTs), the associated product piping and dispensers from the site and replace them with upgraded
equipment. This work is being performed by Walton Engineering, Inc. (Walton) to upgrade the UST
system to conform with the 1998 EPA UST standards. This work will be conducted under permit and
supervision of the San Joaquin County Public Health Services, Environmental Health Division (SJCPHS-
EHD). Gettler-Ryan Inc. (GR) will collect soil and groundwater samples during this work to determine
the degree and extent of petroleum hydrocarbon-impacted soil and groundwater at the site.
The gasoline retail operations at the site will be closed and the site will be fenced during the UST
replacement project. After removal of the USTs, product piping and dispensers, additional excavation may
be conducted where petroleum-impacted soil (i.e. soil containing varying levels of gasoline and/or diesel
fuel) is identified and can easily be removed. This impacted soil is removed to minimize the potential
impact of the hydrocarbons on the subsurface environment in the vicinity of the site. Removal of the USTs
and related equipment and excavation of impacted soil will result in the stockpiling of potentially large
quantities of soil and backfill materials at the site. Stockpiled soils may contain levels of petroleum
hydrocarbons (i.e. gasoline and/or diesel fuel). Precautions will be taken to minimize exposure to the
general public or other negative impacts the operation will have on nearby businesses and residential areas.
Walton has developed a detailed Site Health and Safety Plan that specifically addresses these potential
impacts. Soil stockpiles will be completely covered with plastic sheeting to minimize the escape of dust
and hydrocarbon vapors. After laboratory analysis is received, the soil stockpiles will be loaded into the
trucks of an appropriately licensed transporter and hauled to an approved disposal facility. GR will
produce a report summarizing the field activities and laboratory analytical results for the soil and
groundwater sampling conducted during the UST removal. This report will be forwarded by Tosco to the
SJCPHS-EHD where it will become available for review by the general public.
New USTs, product piping and dispensers that meet the applicable EPA requirements will be installed at
the site. After this equipment is installed, tested, and approved by the SJCPHS-EHD, retail service station
operations will resume as normal. Estimated project duration: 6 weeks, weather permitting.
If there are any questions concerning this project, please call Mr. Douglas Lee at GR [(925) 551-7555],
or Mr. Michael Infurna of the SJCPHS-EHD [(209) 468-3454].
140193.04-PS
6747 Sierra Court , Suite J Dublin , California 94568 ( 925 ) 551 - 7555
