OCT 26 1998 <br /> 6ETTLER - RYAN INC. <br /> EXECUTIVE SUMMARY <br /> Underground Storage Tank Removal and Potential Excavation of <br /> Petroleum Hydrocarbon-Impacted Soil <br /> Tosco 76 Branded Facility No. 11195 <br /> 16500 South Interstate 5 <br /> Lathrop, California <br /> Beginning in November 1998, Tosco Marketing Company (Tosco) will remove three underground storage <br /> tanks (USTs), the associated product piping and dispensers from the site and replace them with upgraded <br /> equipment. This work is being performed by Walton Engineering, Inc. (Walton) to upgrade the UST <br /> system to conform with the 1998 EPA UST standards. This work will be conducted under permit and <br /> supervision of the San Joaquin County Public Health Services, Environmental Health Division (SJCPHS- <br /> EHD). Gettler-Ryan Inc. (GR) will collect soil and groundwater samples during this work to determine <br /> the degree and extent of petroleum hydrocarbon-impacted soil and groundwater at the site. <br /> The gasoline retail operations at the site will be closed and the site will be fenced during the UST <br /> replacement project. After removal of the USTs, product piping and dispensers, additional excavation may <br /> be conducted where petroleum-impacted soil (i.e. soil containing varying levels of gasoline and/or diesel <br /> fuel) is identified and can easily be removed. This impacted soil is removed to minimize the potential <br /> impact of the hydrocarbons on the subsurface environment in the vicinity of the site. Removal of the USTs <br /> and related equipment and excavation of impacted soil will result in the stockpiling of potentially large <br /> quantities of soil and backfill materials at the site. Stockpiled soils may contain levels of petroleum <br /> hydrocarbons (i.e. gasoline and/or diesel fuel). Precautions will be taken to minimize exposure to the <br /> general public or other negative impacts the operation will have on nearby businesses and residential areas. <br /> Walton has developed a detailed Site Health and Safety Plan that specifically addresses these potential <br /> impacts. Soil stockpiles will be completely covered with plastic sheeting to minimize the escape of dust <br /> and hydrocarbon vapors. After laboratory analysis is received, the soil stockpiles will be loaded into the <br /> trucks of an appropriately licensed transporter and hauled to an approved disposal facility. GR will <br /> produce a report summarizing the field activities and laboratory analytical results for the soil and <br /> groundwater sampling conducted during the UST removal. This report will be forwarded by Tosco to the <br /> SJCPHS-EHD where it will become available for review by the general public. <br /> New USTs, product piping and dispensers that meet the applicable EPA requirements will be installed at <br /> the site. After this equipment is installed, tested, and approved by the SJCPHS-EHD, retail service station <br /> operations will resume as normal.
