JUN 18 '98 16:56 FROM -T u_R-RYAN INC TO 1209^6F-433 PAGE.002/003
OR
June 18, 1998
Mr. Michael Infuma
San Joaquin County Public Health Services
Environmental Health Division
304 East Weber Avenue, Third Floor
Stockton, California 95201-0388
RE: Request for Deadline Extension for Notice to Abate, Tosco BP 76 Branded Facility
No. 11195, 16500 South Interstate 5, Lathrop, California
Mr. Infurna:
Pursuant to our conversation on June 17, 1998, and at the request of Tosco Marketing Company
(Tosco), Gettler-Ryan Inc. (GR)is requesting a deadline extension for the Notice to Abate issued
by the San Joaquin County F,nvironmental Health Division (SJCEHD) for the subject site. 131.e
Notice to Abate requires prom destruction of an existing abandoned water well at the site by Jure
19, 1998.
GR is requesting the extension in order that a down-hole camera survey can be performed on tF e
well. The purpose of the camera survey is to determine the construction of the well and to inspect
the condition of well casing. The camera survey is necessary to determine the most appropriate
method of destruction.
Two potential methods of destruction are under consideration for the water well. The methods
are perforation of the casing and grouting the casing in place or overdrilling the casing ar_d
grouting. GR has contacted numerous C-57 lisenced drilling contractors concerning their
availability to destroy the well by either method. Based on these discussions, GR is proposing the
following deadline extensions for physically destroying the by each method:
Perforation and Grouting -- Well will be destroyed by July 10, 1998
Overdrilling and Grouting -- Well will be destroyed by July 17, 1998
GR has scheduled the down-hole camera survey for Wednesday, June 24, 1998. We are
requesting a representative of the SJCF.HD be present to witness this work and will provide 48
hour notification of the start time: Upon completion of the camera survey, GR will submit a work
plan and well destruction permit application to the SJCEHD and schedule the well destruction
before the applicable deadline listed above.
6747 Sierra Court, -Suite J • Dublin , Calitornia 94568 (925) 551 -7555
